With over four and a half months left in the year, Delhi surpassed its annual rainfall quota on Saturday, after a severe spell of rain across the city and the National Capital Region (NCR) inundated streets and caused traffic chaos, particularly in Gurugram.

According to data from the India Meteorological Department (IMD), the Safdarjung station, which represents the city’s weather, has received 775.8mm rain this year, exceeding the annual average of 774.4mm, with 12 days remaining in August — the city’s wettest month — and more than a third of the year still to come.

The city exceeded this barrier even sooner in 2021, when it received 780.1mm of rain by August 1 and 1,526.8mm of rain for the entire year. Delhi received 811.4mm of rain last year.

To be sure, the city receives the majority of its rainfall during the monsoon months of June, July, and August. The final four months of the year receive only 152.6mm of rain.

Nonetheless, showers on Saturday morning caught commuters off guard and drenched various districts of the Capital, with waterlogging reported in Najafgarh, Punjabi Bagh, and neighbourhoods along the Outer Ring Road.

“I almost missed my flight in the morning because traffic was very slow due to the rains,” said Shivam Chouhan, a Patparganj resident. This was aggravated by individuals taking shelter under flyovers in various locations, impeding other motorists.

Traffic policemen stated that they sent out real-time alerts to commuters in a number of regions, as well as stationed extra employees to help keep traffic moving.

“We deployed more personnel around the Outer Ring Road and at the Delhi-Gurugram border, but traffic was light because it was a weekend.” “Flooding cleared out quickly in most of the waterlogged areas,” stated a traffic official.

Authorities in Delhi had been on high alert for weeks after the Yamuna’s floods reached record levels in July, prompting the administration to evacuate thousands of residents living on the river’s floodplains and disrupting city life for days.

Even while officials blamed the river’s rising levels — which crested at 208.66m on July 13, exceeding the danger mark of 207.33m — for the flooding, experts argued the city’s antiquated sewerage system and lack of a competent drainage master plan had further exacerbated the Capital’s woes.

However, Gurugram suffered the brunt of the rain once again, with swaths of Millennium City flooding on Saturday, stranding commuters on the road for many hours in bumper-to-bumper gridlock.

Gurugram experienced 62mm of rain in the 24 hours leading up to 5.30pm on Saturday, according to the weather service.

The heavily used NH-48 was the hardest hit, but few neighbourhoods were spared in what has been a recurring issue for the city for years.

The continual rain mess has been blamed on Gurugram’s faulty drainage network, unplanned developments, and ever-mushrooming traffic, according to experts and residents.

The Narsinghpur stretch of the Delhi-Gurgaon Motorway, areas near the Iffco Chowk Metro station, and neighbourhoods in and around Hero Honda Chowk, Rajiv Chowk, Vatika Chowk, Iffco Chowk, Kherki Daula, Golf Course Extension Road, Southern Peripheral Road, Udyog Vihar, Sohna Road, Basai, Khandsa Road, and Pataudi Road were all affected.

Except for February, Delhi has reported rain in every month this year, and the actual rainfall has been more than typical in all of these months.

The city had 20.4mm of rain in January, compared to a normal of 19.1mm. In March, Delhi received 53.2mm of rain, compared to the average 17.4mm. This figure dropped to 20.1mm in April (when the typical is 16.3mm), then climbed to 111mm in May (30.7mm), 101.7mm in June (74.1mm), and 384.6mm in July (209.7mm).

The Capital has received 84.8mm of rain so far this month.

The IMD forecasted mild rain for the city in the coming days.

Generally cloudy skies with light rain or drizzle may be seen until Tuesday, with thundershowers possible.” “The days will remain hot,” the agency said on Saturday.

Despite the showers, it was hotter than usual in Delhi on Saturday.

The maximum temperature was 37.4 degrees Celsius (°C), four degrees above normal, while the minimum temperature was 28.2 degrees Celsius (°C), two degrees above normal.

On Friday, July 28, Telangana is expected to have all-day heavy rain, thunderstorms, and lightning, according to the Indian Metrological Department (IMD). In response to the state’s ongoing heavy rains, the chief minister, K Chandrasekhar Rao, reportedly gave the state’s education minister, Sabita Indra Reddy, the order to announce a holiday for all educational institutions on Friday.

KCR, the chief minister, had earlier ordered that schools stay closed through Thursday.

The IMD Hyderabad issued a red alert and predicted extremely heavy rains for Thursday and Friday over several Telangana districts.

Since July 22, the state has been plagued by nonstop, severe rains, and eight people have already died as a result. Low-lying areas have been flooded, and the torrential rain on Thursday has damaged the roadways and agricultural produce. Urban areas have seen an increase in snake sightings entering homes.

The Met Centre reported exceptional heavy rainfall in Telangana at several locations in Hanumakonda, a few locations in Mulugu and Jayashankar Bhupalpally districts, and a few locations in Jangaon, Bhadradri Kothagudem, Karimnagar, and Warangal districts (at 8.30 am on July 27).

Chityal in the Jayashankar Bhupalpally district, which received 62 cm of rain, received more than Regonda (47) did, according to the report. Rainfall in Parkal, in the Hanumakonda district, totaled 46 cm.

Six individuals who were trapped atop a piece of construction equipment in the flood-affected Nainpaka hamlet of the Jayashankar-Bhupalpally area were rescued by the IAF.

According to a CMO announcement, Chief Minister K Chandrasekhar Rao evaluated the rain situation since Thursday morning and informed ministers, public figures, and staff on relief measures to prevent casualties.

10,696 people from 108 villages have been relocated to safer areas of the state, according to Chief Secretary A Santhi Kumari.

600 residents of Morampalli village in Bhupalpally district as well as 19 labourers trapped in a sand quarry near Gopalpur in Manthani in Peddapalli district were rescued and relocated, according to an official release.

The district collectors were instructed by the chief secretary to implement extensive relief and rehabilitation efforts in the districts that had been seriously damaged by the heavy rain.

She convened a conference call with the collectors and reviewed the rescue and recovery efforts made in the areas affected by heavy rain and flooding, as well as the preventative measures implemented in accordance with the Chief Minister’s instructions.

According to the Chief Minister’s directives, the Chief Secretary announced that an emergency National Disaster Response Force (NDRF) team is being sent to Khammam town and a helicopter is being sent to Burugampahad.

According to her, rescue efforts should be made in flood-prone locations as well as at stranded travellers’ destinations like train stations and bus stops. The districts will receive any additional medication, bed linens, and blankets that are required.

While the state has been experiencing severe rain for the past several days, the chief secretary commended the collectors for cooperating with the district administration to avert the loss of life and property.

She claimed that in response to requests from the collectors of various districts, preparations are being taken to deploy the NDRF and other rescue and relief teams.

She noted that further teams are expected soon and that requests have been made to send 10 NDRF teams and four extra helicopters.

According to DGP Anjani Kumar, 7,000 persons have already been relocated to secure locations with the assistance of the district administration.

In 85 regions, he claimed, national highways and other roads had been damaged, but repairs had been made.

Meanwhile, the current flood situation in Telangana was the topic of a conversation between Union Home Minister Amit Shah and Union Tourism and Culture Minister G Kishan Reddy.

In a public interest lawsuit requesting quick action to offer free ration, medical aid, and necessities at relief camps in the wake of the Yamuna river floods, the Delhi High Court on Monday urged the Delhi government to provide a progress report.

On September 13, the matter was listed by a division bench of Chief Justice Satish Chandra Sharma and Justice Saurabh Banerjee.

Santosh Kumar Tripathi, an attorney for the Delhi government, raised objections to the PIL, claiming that it had already been publicised in the media before the hearing. Tripathi added that the petitioner had filed the PIL “without approaching the authorities” and “without carrying out due diligence” or travelling to flood-affected areas.

The government has already decided to provide financial aid to flood victims, he continued, and all flood relief camps are equipped with the bare necessities. The Delhi government was requested to provide a status report by the HC, which described it as a “genuine case.”

According to the PIL, which was submitted by attorney K R Shiyas, “the lackadaisical response from authorities cost the livelihood of hundreds of poor people and destroyed their only shelter, which contained household items and important documents that prove (their) existence.”

According to the report, 25,000 individuals were either directly or indirectly impacted by the storm, and they are currently residing in unsanitary relief camps without access to food or appropriate sanitation.

According to the Constitution, flood control is a state responsibility, and it is the primary responsibility of the states to take action.that hundreds of people who live in the Yamuna floodplain were made homeless by the extraordinary flood, which also drowned numerous homes in the Yamuna. The state apparatus of the capital has failed to safeguard the lives and means of subsistence of hundreds of people in the capital during this dangerous and unusual circumstance, the petition claims.

The complaint asks that the respondents (Delhi Disaster Management Authority and Delhi government) be ordered to provide sanitary products, establish communal kitchens, and assure a supply of vital and high-quality food.

Dr. Akash Bhattacharya, the petitioner, has also asked the Delhi government for instructions to declare this flood a natural disaster under the Disaster Management Act, designate a nodal officer to assess the damage, and carry out quick surveys of flood victims in each camp. It has also asked the government for permission to give people who lost their possessions and residences instant cash assistance of Rs. 50,000.

The central government was made aware of the situation when heavy rains in Delhi inundated the Pragati Maidan tunnel and caused water to back up around the convention centre, where the G20 summit is scheduled to take place in September.

The national capital is preparing to host a group of 20 countries despite the fact that it typically rains until the end of September. The government has been attempting to fix the gaps that can result in waterlogging near the convention centre.

Also Read : Damage from flash floods in the Kinnaur and Shimla regions of Himachal

The administration is making sure that after significant rainstorms, the roads leading to the convention centre don’t flood. Since seepage is likely to cause water to end up in the delegate seating area, efforts are also being made to stop it from happening.

The government is also taking steps to ensure proper drainage along the highways, seal up neighbouring areas to prevent leaks, and conduct a mock drill to test seepages.

While issues have been noted, efforts are being made to finish everything by the deadline. Work on the centre is currently progressing at a breakneck pace in order to finish it on schedule. Daily progress updates are transmitted to the G20 Secretariat, according to insiders within the organisation, India Today reported.

The drainage problems in the Pragati Maidan region are being handled by the New Delhi Municipal Committee (NDMC) and the India Trade Promotion Organisation (ITPO).

PK Mishra, the Principal Secretary to Prime Minister Narendra Modi and the head of the G20 Presidency’s Coordination Committee, has been evaluating the location and planning for the next summit and other meetings.

The committee is looking into every area of protocol, security, airport coordination, media coverage, infrastructural improvements, and arrangements in Delhi and the surrounding states.

All organisations are now being urged to collaborate with a global perspective by PK Mishra. At the present, everything from the venue’s façade to the amenities like parking, accessibility, and technology are being considered.

Preparations have been in full swing ever since India took over the G20 Presidency from Indonesia in December 2022. One Earth, One Family, One Future was the G20 Presidency theme announced by the Prime Minister.

The subject is based on the long-held conviction in India that “Vasudhaiva Kutumbakam,” or “The World Is One Family,” applies to all people.
