										<content:encoded><![CDATA[<p><strong>New Delhi </strong>According to persons with knowledge of the situation, a team of Border Security Force (BSF) personnel will likely be stationed near the village of Thawai Kuki, where three village guards, all members of the tribal Kuki community, were killed by armed miscreants on Friday morning.</p>
<p>Security personnel are searching the jungles of the nearby hills, where the armed criminals are allegedly hiding out, but the assailants are still at large, according to the locals.</p>
<p>The violence on Friday was the first time anyone had been killed in the state in <strong>13 days</strong>. This broke the fragile peace that had been created in a state where clashes between the dominant Meitei community and the tribal Kuki community have killed at least <strong>155 people</strong> and forced another <strong>50,000</strong> to leave their homes.</p>

<p>The likely use of the BSF comes on the same day that <strong>Manipur&#8217;s chief minister, N Biren Singh</strong>, asked the Churachandpur deputy commissioner to explain why weapons were shown at an Independence Day parade in the hill district. This adds to the tension in the state, which has been troubled by ethnic violence.</p>
<p>Photos and videos of the event depicted parade participants wearing combat fatigues and carrying what appear to be sophisticated weapons.</p>
<p>&#8220;The Prime Minister has requested a report on the public possession and display of firearms. This was not the district administration&#8217;s official parade on August 15, but rather one organised by the Zomi Council Steering Committee on the Churachandpur ground, according to a state government official with knowledge of the situation.</p>
<p>However, the Indigenous Tribal Leaders Forum (ITLF), a powerful coalition of tribal organisations, denied the allegations. Ginza Vualzong, the ITLF&#8217;s spokesperson, stated that the parade participants were village volunteers. &#8220;The guns carried by village volunteers are toy or wooden guns,&#8221; said Vualzong.</p>

<p>The majority of Churachandpur&#8217;s inhabitants are Kukis. Kukis reside in the hill districts, whereas Meiteis inhabit the plains and valleys, such as Imphal. The Meitei chief minister, N Biren Singh, has been accused of prejudice by Kuki groups. The tribal groups accused Singh&#8217;s primarily Meitei police force of prejudice and attacking Kukis.</p>
<p>Ten Kuki-Zo-Hmar tribal MLAs of Manipur submitted a memorandum to Prime Minister Narendra Modi last week, requesting that separate posts for chief secretary and director general of police be created for Kuki and other tribal communities in the five hill districts.</p>
<p>On Saturday, security forces continued their search for the armed criminals who murdered Thangkhokai Haokip(35), Jamkhogin Haokip(26), and Hollenson Baithe(24) in Ukhrul&#8217;s Thuwai Kuki village at approximately 4.30 a.m.</p>
<p>&#8220;The search operation continued until late Friday night. Today, it was resumed again. According to intelligence reports, the Assam Rifles are also searching in other locations for the criminals.</p>
<p>Friday night, according to Gigin, the local Ukhrul president of the Kuki Students Organisation (KSO), a meeting was conducted with the villagers, KSO employees, and police.</p>
<p>&#8220;The district superintendent, who attended the funeral on Friday evening, has assured us that a BSF squad will be stationed in the vicinity of the village. All these months, the village of Thuwai Kuki was never attacked, so everyone presumed that it would not be targeted. Things have since shifted, however. Even the armed extremists who murdered the three villagers must be hidden in the jungle, said Gigin.</p>

<p>In the village, about 50 houses are utilised by Kuki families.</p>
<p>SP, (Ukhrul) Nigshem Vashum affirmed that the police have requested that a BSF company be stationed in the village as well as neighbouring areas.</p>
<p>The attackers fired upon the three village defenders as they approached the village from the eastern hills. Before departing the scene, the assailants mutilated the bodies. The bunker where the corpses were discovered, according to the police, is roughly 1 km from the village. They added that no credible witnesses to the incident exist.</p>

<p>The violence in Manipur, which has been ongoing since May 3, sparked a nationwide outcry last month after a 30-second video clip showed a brutal May 4 sexual assault in which a group of men – later identified as Meiteis in a first information report (FIR) – were seen cheering and applauding while stripping two Kuki women and forcing them to parade naked. The horrifying clip prompted the Supreme Court to assume jurisdiction over the case and declare that it will monitor every case of violence against women during the ethnic conflicts. The supreme court also ordered the formation of a high-powered committee comprised of three retired women high court justices who will visit the conflict-ridden state and report on the effectiveness of rescue, relief, and rehabilitation measures.</p>

										<content:encoded><![CDATA[<p>Beginning on Saturday, a team of the opposition Indian National Developmental Inclusive Alliance (INDIA), composed of 21 MPs, will visit Manipur for two days in order to review the situation there and offer suggestions to the administration and Parliament. This is part of efforts to assist in resolving the ethnic unrest that has engulfed the state since May 3 and is predominantly between the Kukis and the Meiteis. Over 50,000 people have been displaced, and there have been at least 150 fatalities.</p>
<p>Both the valley and the hill areas will be visited by the delegation, which is made up of at least 21 political groups.  On Sunday, the team will also meet with Anusuiya Uikey, the governor of Manipur. Congress MP and Rajya Sabha whip Naseer Hussain provided information about the non-Bharatiya Janata Party (BJP) alliance&#8217;s maiden trip to the state during a news conference at the AICC headquarters in Delhi.</p>
<p>The BJP warned the opposition to stop escalating the situation in Manipur after taking note of their plans. A no-confidence resolution has been introduced by Congress MP Gaurav Gogoi against the Centre.</p>

										<content:encoded><![CDATA[<p>Tuesday, the Manipur government partially lifts the internet prohibition in the troubled state by allowing broadband service under certain conditions while maintaining the ban on mobile internet. In an order dated 25 July, the state government announced that a portion of the internet prohibition would be lifted due to the problems it caused for citizens, including the closure of offices, educational institutions, health facilities, and online booking of cooking gas, among others.</p>
<p>The home office also stipulated conditions for the lifting of the prohibition on broadband service, such as the blocking of social media websites and VPNs at the local level.</p>
<p>&#8220;Connection will only be through a static IP address, and the subscriber shall not accept any other connection than those currently permitted,&#8221; the order stated, adding that the internet service provider would be held liable for noncompliance.</p>

<p>One of the terms and conditions stated, &#8220;No WiFi/Hotspots shall be permitted from any routers or systems using the connection at any cost by the subscriber concerned.&#8221;</p>
<p>According to the directive, Internet subscribers must remove any existing VPN software from their systems and refrain from installing any new VPN software or apps.</p>
<p>Before providing an Internet connection to a subscriber, service providers are required to procure an undertaking in the prescribed format.</p>
<p>The government extended the ban on mobile internet services throughout the entire state, stating that &#8220;effective control and regulatory mechanism for Mobile data service is not technically feasible, and there are still concerns about the spread of disinformation and false rumours via various social media platforms such as WhatsApp, Facebook, Instagram, Twitter, etc.&#8221;</p>

<p>Violence first erupted in the state on May 3, following the organisation of a &#8216;Tribal Solidarity March&#8217; in the hill districts to protest the Meitei community&#8217;s demand for Scheduled Tribe (ST) status. <p>This opinion was voiced during the three-day Ranchi demonstration. Prem Shahi Munda, president of the Adivasi Jan Parishad, said in an interview with The Indian Express that the violence in Manipur, particularly the sexual assault of women, has made mankind ashamed. He questioned the &#8220;silence&#8221; of Amit Shah, the Union Home Minister, and Prime Minister Narendra Modi. It appears to be a carefully thought-out conspiracy, he claimed.</p>
<p>In order to inform people of the &#8220;anti-Adivasi nature and policies&#8221; of the BJP government, the Parishad plans to travel to various villages, starting with those in the Tamar and Bundu areas, according to Munda. &#8220;What we are witnessing in Manipur is a very hazardous situation. It appears that those in positions of power have come to terms with the fact that there is no rule of law in Manipur. Every caste and group should get together to combat the politics of divisiveness, votes, and silence.</p>

<p>Despite the Parishad&#8217;s political agnosticism, Munda stated that he had no objections to &#8220;any political party joining the cause.&#8221; Leaders of the Jharkhand Mukti Morcha, the Congress, the Rashtriya Janata Dal, and the Communist Party of India have also expressed their displeasure with how the Central government has handled the violence in Manipur over the past few days.</p>
<p>Dayamani Barla, the founder of Adivasi Moolvaasi Astitva Rakhsa Adhikaar Manch, said in an interview with The Indian Express that people could &#8220;very clearly&#8221; observe what was occurring in Manipur. Barla has spent the last 30 years advocating for tribal rights in Jharkhand.</p>
<p>Manipur raises a number of political, socioeconomic, and human rights issues. Why aren&#8217;t the Prime Minister or the Minister of the Interior even attempting to put out the fire? Why hasn&#8217;t a committee been established to look into the violence as part of an investigation? The Home Minister would also be aware that FIRs had been filed, so why was nothing done? Why was it kept quiet? Barla enquired.</p>
<p>&#8220;As of today, my understanding is that everything in Manipur is about controlling power and resources, and that violence has been tolerated,&#8221; she continued. The Centre discusses both protecting tribal groups on the one hand and expanding women&#8217;s rights through a uniform civil code on the other. Events that are occurring concurrently in Manipur and other locations stem from a politics of hatred. Where is the respect for women and tribal people?</p>
<p>Convener of the Adivasi Women&#8217;s Network Elina Horo, who participated in the demonstration, stated that there may be a great deal more instances of this kind in Manipur. &#8220;Politics of majoritarianism for power and money have taken precedence over efforts to curtail crime. The patriarchal worldview that causes people to view women as a commodity is also reflected in the sexual assault against women, according to her.</p>
<p>When asked why there is so little political discussion of sexual violence against women in Jharkhand, Horo responded, &#8220;This is a major point, and patriarchal thinking is one of the primary reasons. Jharkhand too exhibits conduct akin to khap panchayats. As a society, we can take immediate action to stop the crime, but we also need to plan for the long term by investing in education and working with groups like religious organisations to address the problem.</p>
