										<content:encoded><![CDATA[<p>On Sunday, Amit Shah, the union home minister, attacked the Nitish Kumar-led Bihar government and accused it of &#8220;intentionally&#8221; inflating the Muslim and Yadav populations in the state&#8217;s caste survey. Additionally, he criticised the &#8216;Mahagathbandhan&#8217; administration for engaging in &#8216;appeasement politics&#8217;.</p>
<p>&#8220;The determination to carry out the caste survey in Bihar was established during the JD(U)&#8217;s tenure as an NDA member. However, the methodology employed in the survey exposes the Mahagathbandhan government&#8217;s true intentions&#8230; the Muslim and Yadav populations were inadvertently inflated for the purpose of the exercise, Amit Shah stated at a rally in the Muzaffarpur district of Bihar.</p>
<p>He further stated, &#8220;&#8230;The government has no regard for the welfare of individuals from other backward communities.&#8221;</p>
<p>Based on the findings of the caste survey unveiled on October 2, 36.01 percent of the population was comprised of extremely backward communities (ECB), which comprised 112 castes. The remaining 27.12 percent was comprised of backward castes (30 communities). The combined proportion of the state&#8217;s backward castes and EBCs, known as other backward classes (OBC), is 63.13 percent. In contrast, the SC comprises 19.65 percent of the population and ST accounts for 1.68 percent.</p>
<p>In the interim, Tejashwi Yadav, the deputy chief minister of Bihar, condemned Shah&#8217;s allegation and advised him to undertake a caste census of the state.</p>
<p>Amit Shah posits that the Bihar caste survey intentionally exhibited a greater representation of the Muslim and Yadav communities. Yadav told the media, &#8220;I simply wish to advise him that if that has transpired, he ought to undertake a caste census throughout the nation, including all states governed by the BJP.&#8221;</p>

										<content:encoded><![CDATA[<p>The five-day winter session of the Bihar assembly will begin on November 6. This will be the 1st sitting of the House since the caste survey results were released this month.</p>
<p>A few days after chief minister Nitish Kumar announced that the educational and socioeconomic data of the survey would be presented in the House, a notification for the session was issued on Monday. Kumar evaded a query regarding the potential expansion of the reservation area. Kumar added that he would refrain from commenting until the survey results were presented to the House. &#8220;Everyone will be heard, and we will then determine our next course of action.&#8221; Preceding the government&#8217;s actions, I am unable to provide any commentary on the matter.</p>
<p>The survey results, which were made public on October 2 subsequent to the conclusion of an exercise, have the potential to disrupt the political landscape of the heartland and bring caste to the forefront of discussions in advance of the 2024 national elections.</p>
<p>Many predicted that the exercise would incite another political upheaval, which they referred to as the &#8220;second Mandal moment.&#8221; Countering the Bharatiya Janata Party&#8217;s mobilization of less-dominant backward and Dalit communities under a broader Hindu umbrella, the opposition Indian National Developmental Inclusive Alliance, which comprises the ruling Rashtriya Janata Dal and Janata Dal (United) of Bihar, has advocated for a nationwide caste census.</p>
<p>Incorporating leaders from marginalized castes into its ranks has helped the BJP dispel the notion that it was previously preoccupied with its traditional voter base, the upper castes.</p>
<p>According to the survey results, it was anticipated that the ruling alliance in Bihar would suggest an increase in the quota for marginalized castes in educational institutions and employment that is proportional to their population.</p>
<p>For the first time since independence, the survey conducted a physical government census that enumerated all castes. It also revealed that backward communities constitute approximately two-thirds of the population of Bihar.</p>
<p>In the decennial census of India, only Scheduled Castes (SC) and Scheduled Tribes (ST) are enumerated.</p>

<p>&#8220;The caste-based enumeration proposal was approved unequivocally by the legislature. With the agreement of all nine parties in the Bihar Assembly, it was decided that the state government will conduct a caste-based census using its own funds, and the Council of Ministers gave its sanction on June 6, 2022. The state government conducted a caste-based census using its own funds,&#8221; he explained.</p>
<p>&#8220;Not only did the caste-based census reveal the castes, but it also disclosed the economic status of everyone. On the basis of this report, additional steps will be taken for the advancement and development of all divisions,&#8221; he added.</p>

<p>At a press conference in the state&#8217;s capital, the results of a caste-based survey conducted in Bihar were made public.</p>
<p>&#8220;The extremely backward class is 36.01 percent, the general category is 15.52 percent, and the Other Backward Caste (OBC) is 27 percent,&#8221; Additional Chief Secretary Vivek Kumar Singh stated.</p>
<p>According to the data, 19.65 percent of the state&#8217;s population consists of Scheduled Castes and 1.68 percent consists of Scheduled Tribes.</p>
<p>According to the data, Hindus account for 81.99 percent of the population, Muslims for 17.7 percent, Christians for 0.05 percent, Sikhs for 0.01 percent, Buddhists for 0.08 percent, and other religions for 0.12 percent.</p>
<p>According to the data, the Yadavs, the OBC group to which Deputy Chief Minister Tejashwi Yadav belongs, are the largest and make up 14.27% of the state&#8217;s population.</p>

										<content:encoded><![CDATA[<p>A senior police officer reported that 47 foreign nationals from 12 countries have been arrested in Bihar so far in 2023, the majority while attempting to enter India unlawfully.</p>
<p>As of Friday, Jitendra Singh Gangwar, the additional director general of police (headquarters), said that 32 of the 47 foreigners nabbed were caught trying to enter India illegally on the state&#8217;s porous border with Nepal.</p>
<p>Out of the other 15, six have been arrested for smuggling gold, six for breaking the law that says alcohol can&#8217;t be sold in Bihar since 2016, and one for carrying drugs, foreign cash, and illegal guns.</p>
<p>One person was from Sudan and the other was from Uzbekistan. They were both trying to enter India illegally through the Indo-Nepal border in Sitamarhi and Madhubani districts on Thursday.</p>
<p>The police have opened different cases at the Sitamarhi Sonbarsa police station and the Madhubani Harlakhi police station.</p>
<p>The judges saw both of them on Friday and sent them to judicial custody.</p>
<p>Gangwar told reporters that the Sudanese man who was caught in Sonbarsa has been named as Nasir Buray Musa Abbas. &#8220;Police found a cell phone, a passport, and a trip document from the United States that had expired. Police found that he had been to the UAE in February 2023 and Kenya in March of that year. &#8220;After that, he came to Nepal on a vacation visa that expired on July 7, 2023,&#8221; the ADG said.</p>

<p>The Sashshtra Seema Bal (SSB), which watches over the border between India and Nepal, detained a woman from Uzbekistan called Mukhabbat Murodova at the Pipron-Jethi check post. She was going from India to Nepal without a visa. &#8220;The woman has two passports with the same name on them, as well as an Indian ID card that lists her name as Sultana Sheikh and says she lives in Mahipalpur, Delhi.&#8221; An probe by the police is going on, Gangwar said.</p>

<p>The T-HCBS will be installed at Central Jail (Beur, Patna), Central Jail (Buxar), Central Jail (Motohari), Shahid Khudiram Bose Central Jail (Muzaffarpur), Central Jail (Purnea), Shahid Jubba Sahni Central Jail (Bhagalpur), Special Central Jail (Bhagalpur), Central Jail (Gaya), District Jail (Chhapra), District Jail (Darbhanga), District Jail (Saharsha), District Jail (Munger)., District Jail (Phulwarisharif), Sub- Jail (Danapur) and Sub-Jail (Patna City).</p>

<p>&#8220;The prisons and correctional services division of the home department (cells) in Bihar is worried about making prisons safer. Communication gadgets that can&#8217;t be used in jails have been a problem for a long time. &#8220;We have approved a plan to put frisking booths in all prisons to make sure that mobile phones and other banned items can&#8217;t be brought inside,&#8221; S. Siddhartha, assistant chief secretary (home department), told PTI on Wednesday.</p>
<p>&#8220;In addition to this, a plan to put T-HCBS in 15 prisons has been accepted, and the work has already begun. This will stop people from communicating without permission from inside the jail, and any attempt to do so will be caught,&#8221; he said.</p>
<p>He said that the process of installing T-HCBS in 15 jails will be finished soon. He also said that the department has started looking for firms that are qualified to work on the project. &#8220;Once the project is given to a qualified firm or firms, it has to be done by a certain date,&#8221; he said.</p>
<p>According to a note from the department, &#8220;As directed by the Union Ministry of Home Affairs (MHA), the Department of Telecommunications (DoT) surveyed the coverage, capacity, and quality of signal in prison complexes and the areas around them.&#8221; Different telecom service providers (TSPs) looked at the work done on the survey and the optimization.</p>

<p>Harendra Prasad Singh, the father of the writer who was killed, filed a FIR against eight people at the Raniganj police station. On the day his son was killed, police arrested four of those people.</p>
<p>&#8220;The two people who were arrested on Monday night have been in trouble with the law before, and there are several serious cases pending against them,&#8221; the SP said.</p>
<p>Yadav, a journalist who was 40 years old, was shot and killed at his home in Bihar&#8217;s Araria area at about 5:30 a.m. on August 18.</p>

<p>Senior Superintendent of Police (SSP) Rakesh Kumar stated, &#8220;During the firing, two persons were killed and three were injured. The afflicted are receiving medical care. The four suspects arrived on two bicycles.&#8221;</p>
<p>&#8220;The investigation is currently in its preliminary stages, and the reason for the dismissal appears to be a property dispute,&#8221; the SSP added.</p>
<p>Arvind Kumar Singh, superintendent of police in Muzaffarpur, stated, &#8220;The reason for the shooting has yet to be determined.&#8221;</p>

<p>Regarding the individuals involved in the crime, the SP stated, &#8220;&#8230;the involvement of two perpetrators has been confirmed, but there could be a total of four&#8230;investigation underway.&#8221;</p>
<p>Ashutosh Shahi, a local merchant and real estate dealer, was among the deceased. His personal bodyguard was also killed on the spot during the gunfight. His bodyguards cum advocate Syed Qasim Hasan alias Dollar, whose condition is reportedly critical and who is being treated at Janaki Hospital, were among the three injured.</p>
<p>After receiving word of the incident, SSP Rakesh Kumar and SP (City) Arvind Kumar Singh raced to the scene and launched an investigation.</p>

										<content:encoded><![CDATA[<p>On Monday, 32 people were confirmed dead from what is being called a hooch tragedy in Bihar&#8217;s East Champaran district.</p>
<p>The opposition Bharatiya Janata Party (BJP) called the incident a &#8220;mass murder by the Nitish Kumar government&#8221; because to the high death toll.</p>
<p>Only four months had passed since a similar hooch disaster claimed the lives of many in the Saran district. Nitish Kumar, the chief minister of Bihar, was widely criticized at the time for losing his temper in the state assembly and shouting things like &#8220;those who drink liquor will die.&#8221;</p>
<p>Since 2016, when Prohibition was enacted by the Nitish-led administration, the production, sale, and use of alcoholic beverages have been illegal in Bihar. The policy and its implementation have been called into doubt, however, due to the frequent reports of deaths attributed to the drinking of illegal alcoholic beverages.</p>
<p>Eighty people have been taken into police custody in East Champaran during this incident. According to the statement, eleven police officers were suspended for dereliction of duty, including the sub-inspector and assistant sub-inspector in command of the anti-liquor task force in the Areraj and Sadar sub-divisions of Motihari, respectively.</p>
<h2>What we know of Bihar hooch tragedy?</h2>
<p>The East Champaran district police released a statement saying that 22 individuals in the villages of Turkauliya, Harsiddhi, Sugauli, and Paharpur in Motihari had died as a result of drinking illegal alcohol.</p>
<p>At least 29 people are fighting for their lives in hospitals around the area, including Sadar. It added that four patients&#8217; conditions were reportedly grave.</p>
<p>According to the statement, the district administration has suspended 11 police officers, including the sub-inspector and assistant sub-inspector in command of the anti-liquor task force in the Areraj and Sadar sub-divisions of Motihari.</p>
<p>It was reported that nine &#8216;chowkidars&#8217; stationed in various villages across Motihari had been placed on administrative leave.</p>
<p>A high-ranking member of the district police force has confirmed that disciplinary measures have been initiated against these officers for apparent incompetence in the performance of their responsibilities.</p>
<h2>BJP terms it &#8216;mass murder&#8217;, bashes Nitish government</h2>
<p>To paraphrase Vijay Kumar Sinha, leader of the opposition in the Bihar legislature, &#8220;protecting liquor mafias who are associated with the ruling JD(U) and the RJD&#8221; is a charge the state government has been leveled against them with.</p>
<p>A &#8220;probe into the hooch tragedy&#8221; will be requested of the National Human Rights Commission (NHRC) and similar federal agencies, according to former state BJP president Sanjay Jaiswal.</p>
<p>On Saturday, a group of BJP leaders traveled to many villages in the district where the tragedy was reportedly caused by hooch.</p>
<p>In Motihari, my party leaders and I went to the towns of Sugauli and Paharpur. In these towns, the death toll was highest. We discovered that the district government was hiding the true death toll from alcohol. Since post-mortem tests were not possible in some areas, police did not report all deaths. Sinha asserted, &#8220;This is a state-sponsored massacre by the Nitish Kumar government.&#8221;</p>
<p>He further claimed that state officials and the state administration were &#8220;busy in minimising the gravity of the tragedy.&#8221;</p>
<p>What&#8217;s more alarming is that local officials aren&#8217;t doing enough to keep track of and report deaths related to alcohol use. Sinha claims that the Nitish Kumar administration is shielding members of the JD(U) and RJD who are involved in the illegal liquor trade.</p>
<p>There was no way to get in touch with JD(U) or RJD officials for their thoughts.</p>
<p>According to Jaiswal, &#8220;simply a mass murder by the state government&#8221; occurred in the Motihari event.</p>
<p>We now know that the relatives of those who died from drinking fake alcohol made every effort to keep the news of their loss from reaching the police. He told reporters in Patna that the fear of legal repercussions for coming forward with the information was to blame.</p>
<h2>I maintain consuming liquor is bad: Nitish</h2>
<p>Bihar&#8217;s chief minister, Nitish Kumar, stated Saturday, in response to the tragedy, &#8220;I have been maintaining that liquor is bad and shouldn&#8217;t be consumed.&#8221; I have demanded that severe measures be taken against offenders of prohibition laws.</p>
<p>According to Jaiswal, the majority of the victims in Motihari&#8217;s SC/OBC violence are members of those groups.</p>
<p>For a comprehensive investigation, we will contact the National Human Rights Commission and the National Commission for Scheduled Castes. According to the BJP representative, the NHRC found that the state administration had attempted to suppress numbers during the hooch catastrophe in Saran in December 2022.</p>
<p>The Saran hooch disaster in December of last year resulted in several deaths.</p>
<p>The committee indicated in its findings that at least 77 individuals died from drinking illegal alcohol between December 13 and 16, 2016, and blamed the state authorities for &#8220;suppressing toll.&#8221; This was in response to the state government&#8217;s allegation that 42 people had died during this time period.</p>

<p>CPI (Marxist-Leninist) Liberation, the Nitish Kumar administration&#8217;s political ally, criticized the police&#8217;s &#8220;inaction&#8221; investigating the suspected hooch disaster in Motihari.</p>
<p>Concerned station house officers (SHOs) at the police stations within whose control the suspected hooch killings occurred must face severe consequences. The Left Party issued a statement from Patna saying that local officials should be held accountable for the distribution and consumption of illegal alcohol.</p>
<p>The group also sought restitution for the victims&#8217; loved ones, many of whom perished.</p>
<p>Kumar&#8217;s JD (U), the RJD, the Congress, the CPI(ML) Liberation, the CPI, the CPI(M), and HAM make up the ruling grand alliance in Bihar, and together they have more than 160 of the assembly&#8217;s 243 seats.</p>
<p>The East Champaran district police have so far registered five cases in the suspected hooch disaster in Motihari and are probing the situation, the notification stated.</p>
<p>According to the police statement, twenty people &#8220;involved in the illegal trade of liquor&#8221; were arrested in the Motihari districts of Turkauliya, Harsiddhi, Sugauli, and Paharpur.</p>
<p>There were a total of sixty more arrests made of those &#8220;involved in the illegal trade of liquor in the district,&#8221; it claimed.</p>
<p>Searches conducted by district police at over 600 locations around Motihari over the past 24 hours have yielded large quantities of counterfeit alcohol and related chemicals.</p>
<p>In addition, the statement said, &#8220;Police recovered 370 liters of country-made liquor, 50 liters of spirit, and 1,150 liters of other chemicals used in the manufacturing of spurious liquor.&#8221;</p>
<p>Despite continued efforts to crack down on bootleggers, reports of liquor smuggling remain common from the state.</p>

In a video shared by the news agency ANI, a massive fire can be seen engulfing shantytowns in the Shastri Nagar neighborhood. Along with their gas cylinders, trunks, and furniture, residents were seen fleeing the area in a state of panic while carrying their personal belongings. A voice can be heard urging residents to flee the conflagration immediately.</p>
