Lok Sabha will likewise introduce the Digital Personal Data Protection Bill, 2023. Today, Defence Minister Rajnath Singh will introduce the ‘Inter-Services Organisations (Command, Control, and Discipline) Bill, 2023’ in Lok Sabha.

In the Lok Sabha, Union Ministers Dharmendra Pradhan and Mansukh Mandaviya will introduce the ‘Indian Institutes of Management (Amendment) Bill, 2023 and the ‘Pharmacy (Amendment) Bill, 2023, respectively. To amend the Advocates Act of 1961, Union Minister of Law and Justice Arjun Ram Meghwal will introduce the Advocates (Amendment) Bill, 2023 for consideration and passage in Rajya Sabha.

Anurag Thakur, minister of information and broadcasting, will introduce the Press and Registration of Periodicals Bill, 2023 in the Senate.

Today, I.N.D.I.A. floor leaders will meet in Parliament.

The floor leaders of the I.N.D.I.A. bloc of the Opposition will conduct a meeting in Parliament on Wednesday to devise a strategy for the floor of the house in light of the Manipur issue, which has caused continuous disruptions of the Monsoon session since it began.

According to Tuesday’s Lok Sabha agenda, Minister of State for Home Affairs Nityanand Rai will present an explanation justifying the need for immediate legislation through the promulgation of the National Capital Territory of Delhi (Amendment) Ordinance, 2023.

AAP government vs LG

The ordinance has become the most recent point of contention between the Aam Aadmi Party-led government of Delhi and the Lieutenant Governor.

The AAP has referred to the ordinance as “illegal”, “unconstitutional”, and “black law”. The chief minister of Delhi, Arvind Kejriwal, has traversed the nation to rally opposition to the ordinance, and the majority of opposition parties have assured him that they will vote against the measure in Parliament.

Some key contentious provisions dropped

The bill has already been distributed to legislators. A review of the text of the bill, which HT has seen, indicates that a contentious provision in the ordinance ostensibly intended to reverse the effect of a May 11 Supreme Court ruling that gave the elected government of Delhi authority of the city’s administration has been removed. In contrast to the approach of the Ordinance, where the President of India is the final signatory, it proposes to alter the method by which tribunal heads are appointed by assigning certain powers to the LG.

On May 19, the ordinance was enacted, effectively reversing a Supreme Court constitution bench ruling that transferred control of Delhi’s bureaucracy to its elected government in matters other than law and order, public safety, and land.

On July 20, in response to a petition from the Delhi government, the Supreme Court referred the petition challenging the ordinance to a constitutional bench of five justices.
