										<content:encoded><![CDATA[<p><strong>Delhi services bill :</strong>The contentious Government of National Capital Territory of Delhi (Amendment) Bill, 2023 to supersede the ordinance for control of services in Delhi is scheduled to be taken up by the Lok Sabha on Thursday, the eleventh day of the Monsoon session, at 11 am. It was on the House&#8217;s agenda for Wednesday, but the lower house was adjourned within minutes due to the opposition&#8217;s protest over the violence in Manipur. On Tuesday, the measure was introduced to the Lok Sabha with opposition leaders voicing strong objections.</p>

<p>Prime Minister Narendra Modi presided over a meeting with senior ministers on Wednesday to discuss the government&#8217;s strategy for the ongoing Monsoon session of Parliament.</p>
<p>The Aam Aadmi Party has referred to the Delhi services bill as the &#8220;most undemocratic&#8221; piece of legislation.</p>
<p>Lok Sabha will likewise introduce the Digital Personal Data Protection Bill, 2023. Today, Defence Minister Rajnath Singh will introduce the &#8216;Inter-Services Organisations (Command, Control, and Discipline) Bill, 2023&#8217; in Lok Sabha.</p>
<p>In the Lok Sabha, Union Ministers Dharmendra Pradhan and Mansukh Mandaviya will introduce the &#8216;Indian Institutes of Management (Amendment) Bill, 2023 and the &#8216;Pharmacy (Amendment) Bill, 2023, respectively. To amend the Advocates Act of 1961, Union Minister of Law and Justice Arjun Ram Meghwal will introduce the Advocates (Amendment) Bill, 2023 for consideration and passage in Rajya Sabha.</p>
<p>Anurag Thakur, minister of information and broadcasting, will introduce the Press and Registration of Periodicals Bill, 2023 in the Senate.</p>
<p><strong>Today, I.N.D.I.A. floor leaders will meet in Parliament.</strong></p>
<p>The floor leaders of the I.N.D.I.A. bloc of the Opposition will conduct a meeting in Parliament on Wednesday to devise a strategy for the floor of the house in light of the Manipur issue, which has caused continuous disruptions of the Monsoon session since it began.</p>

										<content:encoded><![CDATA[<p>Trinamool Congress (TMC) workers asserted on Tuesday that the Indian National Developmental Inclusive Alliance (INDIA) has decided to move a no-confidence motions against the BJP-led NDA government in Lok Sabha, following the cancellation of the first three days of Parliament&#8217;s monsoon session.</p>
<p><strong>What is a vote of no confidence?</strong></p>
<p>A motion of no confidence can only be introduced in the Lok Sabha, and by any member of the House. Before 10 a.m., the member must submit a written notice of the motion, and at least 50 members must accept it. The Speaker will then determine when the motion will be discussed.</p>
<p><strong>Follow updates on the monsoon session</strong></p>
<p>A government can only function if it can demonstrate majority support in the Lok Sabha; if it cannot do so, the party in authority must resign.</p>

<p><strong>Eight points to know about motions of no confidence</strong></p>
<ul>
<li>Since Independence, 27 motions of no confidence have been introduced in the Lok Sabha.</li>
<li>Congress leader Acharya Kripalani filed the first motion of no confidence against Prime Minister Jawaharlal Nehru in August 1963, immediately after India&#8217;s loss to China in the 1962 war. However, the motion was thwarted.</li>
<li>As Prime Minister, Indira Gandhi confronted the most no-confidence motions — 15. She passed all fifteen floor exams. Former West Bengal chief minister Jyotirmoy Basu of the CPI(M) has filed four motions of no confidence.</li>
<li>Three no-confidence motions were filed against Narasimha Rao, two against Morarji Desai, and one each against Jawaharlal Nehru, Rajiv Gandhi, Atal Bihari Vajpayee, and Narendra Modi.</li>
<li>The last motion of no confidence was filed against Vajpayee in 2003 by then-Congress president Sonia Gandhi.</li>
<li>The longest debate on a vote of no confidence was 24.34 hours against Lal Bahadur Shastri, who had to demonstrate majority support three times.</li>
<li>The exceptions were 1979, when Prime Minister Morarji Desai was forced to resign, and 1999, when the Vajpayee government lost power after their coalition partner AIADMK withdrew support.</li>

<p>Before the bill was passed, the environment minister of India, Bhupender Yadav, stated, &#8220;The world is confronting a triple crisis: climate change, desertification, and the depletion of biological resources. The purpose of the biological diversity act is to ensure the sustainable use of biological components and the equitable and reasonable distribution of benefits to vulnerable communities. We wish to promote business efficiency. The government promoted the use of biological resources during the Ayush era. We desire research, collaboration, and innovation in this industry. We want to foster business and living convenience.&#8221;</p>

<p>In its August 2022 report, the joint parliamentary committee that reviewed the contentious draught legislation to modify the biodiversity conservation law had accepted several amendments proposed by the government, such as exempting users of codified traditional knowledge from sharing benefits with local communities and replacing punishments with penalties.</p>
<p>The draught legislation was referred to the 21-member joint parliamentary panel after Yadav&#8217;s 16 December 2021 introduction prompted widespread criticism of several of its provisions.</p>
<p>According to the government, the amendments seek to reduce pressure on wild medicinal plants by encouraging cultivation and expediting research, patent applications, and the transfer of research results.</p>
<p>Critics stated that the proposed law intends to facilitate trade and benefit the AYUSH (Ayurveda, Yoga and Naturopathy, Unani, Siddha, and Homoeopathy) industry, which is contrary to the existing law&#8217;s objectives of conserving biodiversity.</p>

<p>Traditional Indian medicine practitioners, the seed industry, and research organisations were concerned about the compliance burden of the Biological Diversity Act, 2002, which was enacted to conserve biological diversity and ensure equitable sharing of benefits resulting from the use of biological resources with indigenous and local communities.</p>

										<content:encoded><![CDATA[<p>On Wednesday, opposition MPs asked that the Standing Committee for Finance summon SEBI Chief and RBI senior officials to discuss the Hindenburg report and Gautam Adani.</p>
<p>Former Union Minister and Lok Sabha MP Manish Tewari, along with Congress colleagues Gaurav Gogoi and Pramod Tiwari, BJD&#8217;s Pinaki Misra and Amar Patnaik, and TMC&#8217;s Saugata Roy, made the claim.</p>
<p>The panel&#8217;s BJP MPs, including Head Jayant Sinha, former Law Minister Ravi Shankar Prasad, Sushil Modi, and SS Ahluwalia, strongly opposed the request.</p>
<p>According to sources, ruling party MPs said the panel could not discuss this issue because it was sub-judice.</p>
<p>The opposition MPs asked that regulatory authorities like SEBI and RBI be summoned to discuss whether all measures were taken to protect the nation&#8217;s interests. The opposition MPs argued that the panel can call the responsible authorities since this is a regulatory issue under the Finance Committee&#8217;s jurisdiction.</p>
<p>The opposition MPs&#8217; claim comes amid a Parliamentary stalemate over the Adani JPC.</p>
<p>According to reports, the panel chairman requested that MPs make the request in writing.</p>
<p>In the wake of the Hindenburg-Adani row, Congress leader Rahul Gandhi strongly criticised the government, linking the rise of the Adani group to Prime Minister Narendra Modi and alleging that &#8220;rules were altered&#8221; to favour the businessman.</p>
<p>The first opposition leader to speak during the Lok Sabha debate on the motion of thanks to the President&#8217;s address, Rahul Gandhi, said the relationship with Gautam Adani began many years ago when Narendra Modi was Gujarat Chief Minister and that &#8220;real magic&#8221; started after 2014 when the businessman rose from 609th to second in the global rich list.</p>

										<content:encoded><![CDATA[<h2>Lok Sabha on Monday that the Indian Council of Historical Research (ICHR) has not begun any initiative.</h2>
<p>The government informed the Lok Sabha on Monday that the Indian Council of Historical Research (ICHR) has not begun any initiative to rewrite Indian history and is just &#8220;filling gaps.&#8221;</p>
<p>Education Minister Dharmendra Pradhan responded in writing to a starred query from CPI member K Subbarayan, &#8220;No, Sir. There hasn&#8217;t been an effort to rewrite Indian history started by the ICHR, Delhi.</p>
<p>Later, Congressman Manish Tewari brought up a &#8220;contradiction&#8221; between the ICHR and the Education Ministry in a follow-up inquiry. &#8220;It appears that there is a conflict based on the minister&#8217;s response,&#8221; The ICHR frequently and publicly declares that &#8220;we are rewriting the past.&#8221; We are currently working on a comprehensive history of India, the first volume of which will be published in March 2023. That effort involves more than 100 historians,&#8217; Tewari added.</p>
<p>There are two distinct ideas. One is revising history, a credible closing idea that is acknowledged on a global scale. The other is the harmful and arrogant concept of rewriting history, which involves rediscovering the current narrative and anchoring it to certain historical moorings. Anyone who has attempted to rewrite history using this way from Bismarck forth to Zia-ul-Haq has failed, Tewari remarked.</p>
<p>So, I have a question for the minister: If the ICHR isn&#8217;t changing the course of history, what exactly are they doing? Tewari questioned, &#8220;Would the minister please enlighten this House as to precisely why there is a conflict between what you are telling this House and what the ICHR is saying.&#8221;</p>

<p>There is no intention to distort history, Pradhan responded, repeating his written response. However, he claimed that the ICHR has launched a project (prakalp) on history. &#8220;Throughout the past 1100–1200 years, different phases of servitude have occurred in this nation. If we analyse the nation based on that era, we will find that there were numerous kingdoms, all of which made significant contributions to highlighting the nation&#8217;s culture, civilization, and identity. Today&#8217;s history ought to include this, according to Pradhan.</p>
<p>The ICHR, he claimed, is &#8220;filling the void.&#8221; No new text is being written. Using very basic lines, we are creating a complete history. We only perform that much. Only that much is being done by the ICHR. Shouting won&#8217;t make anything happen.</p>
<p>BJP member Satya Pal Singh stated that the prime minister had spoken on August 15, 2022, about removing all signs of servitude and questioned whether or not rewriting history was necessary to accomplish this goal. Pradhan responded that the government sees India as a heterogeneous nation. There is no need to change it because India holds this to be true, he said.</p>
