Because of the protests, all schools in the state will also be closed tomorrow (September 27).

Administrative officials said that internet services had been cut off because of the current state of law and order and to try to stop the spread of false information, rumors, and other dangerous activities.

The notice said, “The state government has decided to slow down or stop mobile internet data services and internet/data services through VPN in the territory of the state of Manipur for five days, starting right away and ending at 7:45 pm on October 10.”

After being shut down for almost five months after the May bloodshed, the state’s Internet services were just recently brought back.

One of the pictures showed a 20-year-old man and a 17-year-old girl sitting in what looked like the makeshift camp of an armed group in the bush. In the picture, you could also see two guys standing behind them with guns. During the worst of the racial bloodshed in July, they went missing.

Both of the students’ bodies are lying on the ground in the next shot. The man’s head didn’t seem to be there. They were taken on July 8, which is two days after the two kids went missing.

It said that a group of qualified doctors and child psychiatrists who work as volunteers for the social welfare department give professional counseling to people who have been through a lot of stress.

Counselors are sent to every district through the offices for the safety of children to help the displaced children deal with their mental health. He said that they go to the homes for children in rescue camps to give counseling and find children who really need professional counseling.

Child psychiatrist Dr Jina Heigrujam, who has visited several relief camps to identify children having post-traumatic stress disorder, said that professional counselling is essential to avoid a myriad of mental health issues from developing.

The trained field functionaries of the department identify stress affected children at relief camps and employ ‘play and dance’ methods to identify stress affected children.

After the play and dance group exercise, the displaced children are given drawing pencils and papers and asked to sketch/draw anything they like.

Another cause of concern that the social welfare department is looking to address is the status of the relief camps vis-à-vis their children’s friendliness. As the relief camps are unplanned and set up on a need basis, a UNICEF team, which visited the state, provided a blueprint for setting up children friendly relief camps.

Security personnel are searching the jungles of the nearby hills, where the armed criminals are allegedly hiding out, but the assailants are still at large, according to the locals.

The violence on Friday was the first time anyone had been killed in the state in 13 days. This broke the fragile peace that had been created in a state where clashes between the dominant Meitei community and the tribal Kuki community have killed at least 155 people and forced another 50,000 to leave their homes.

The likely use of the BSF comes on the same day that Manipur’s chief minister, N Biren Singh, asked the Churachandpur deputy commissioner to explain why weapons were shown at an Independence Day parade in the hill district. This adds to the tension in the state, which has been troubled by ethnic violence.

Photos and videos of the event depicted parade participants wearing combat fatigues and carrying what appear to be sophisticated weapons.

“The Prime Minister has requested a report on the public possession and display of firearms. This was not the district administration’s official parade on August 15, but rather one organised by the Zomi Council Steering Committee on the Churachandpur ground, according to a state government official with knowledge of the situation.

However, the Indigenous Tribal Leaders Forum (ITLF), a powerful coalition of tribal organisations, denied the allegations. Ginza Vualzong, the ITLF’s spokesperson, stated that the parade participants were village volunteers. “The guns carried by village volunteers are toy or wooden guns,” said Vualzong.

The majority of Churachandpur’s inhabitants are Kukis. Kukis reside in the hill districts, whereas Meiteis inhabit the plains and valleys, such as Imphal. The Meitei chief minister, N Biren Singh, has been accused of prejudice by Kuki groups. The tribal groups accused Singh’s primarily Meitei police force of prejudice and attacking Kukis.

Ten Kuki-Zo-Hmar tribal MLAs of Manipur submitted a memorandum to Prime Minister Narendra Modi last week, requesting that separate posts for chief secretary and director general of police be created for Kuki and other tribal communities in the five hill districts.

On Saturday, security forces continued their search for the armed criminals who murdered Thangkhokai Haokip(35), Jamkhogin Haokip(26), and Hollenson Baithe(24) in Ukhrul’s Thuwai Kuki village at approximately 4.30 a.m.

“The search operation continued until late Friday night. Today, it was resumed again. According to intelligence reports, the Assam Rifles are also searching in other locations for the criminals.

The attackers fired upon the three village defenders as they approached the village from the eastern hills. Before departing the scene, the assailants mutilated the bodies. The bunker where the corpses were discovered, according to the police, is roughly 1 km from the village. They added that no credible witnesses to the incident exist.

The home office also stipulated conditions for the lifting of the prohibition on broadband service, such as the blocking of social media websites and VPNs at the local level.

“Connection will only be through a static IP address, and the subscriber shall not accept any other connection than those currently permitted,” the order stated, adding that the internet service provider would be held liable for noncompliance.

One of the terms and conditions stated, “No WiFi/Hotspots shall be permitted from any routers or systems using the connection at any cost by the subscriber concerned.”

According to the directive, Internet subscribers must remove any existing VPN software from their systems and refrain from installing any new VPN software or apps.

Before providing an Internet connection to a subscriber, service providers are required to procure an undertaking in the prescribed format.

The government extended the ban on mobile internet services throughout the entire state, stating that “effective control and regulatory mechanism for Mobile data service is not technically feasible, and there are still concerns about the spread of disinformation and false rumours via various social media platforms such as WhatsApp, Facebook, Instagram, Twitter, etc.”

Violence first erupted in the state on May 3, following the organisation of a ‘Tribal Solidarity March’ in the hill districts to protest the Meitei community’s demand for Scheduled Tribe (ST) status. On Monday, Parliament will convene, and the opposition parties have planned a protest demanding a statement from Prime Minister Modi. In his address prior to the Monsoon Session, PM Modi expressed his disgust and fury over the Manipur video depicting two women parading naked and vowed that the perpetrators would not be spared. As he also mentioned the Congress-controlled states of Rajasthan and Chhattisgarh, the Congress condemned his speech and accused the BJP of evasion.

1. The video of two women paraded naked in Manipur surfaced on July 19 uniting the opposition parties seeking an answer from the BJP government.

5. Trinamool MP Derek O’ Brien wrote a letter to Rajya Sabha chairman Jagdeep Dhankhar after some of his remarks on Manipur were expunged. Derek said he was only “duly and rightfully” questioning the Prime Minister about the law and order situation in Manipur which was anything but “unparliamentary”.

Union minister Jitendra Singh said there should be no politics over Manipur after PM Modi’s statement.

7. Vice President and Rajya Sabha chairman Jagdeep Dhankhar made reference to Parliament disruptions in his speech at the convocation of the Jamia Milia Islamia. Democracy is about dialogue, discussion, deliberation and debate to secure the public good. Surely, Democracy cannot be disturbance and disruption,” Dhankhar said.

“I am pained and anguished to indicate to you that disruption and disturbance have been weaponised as strategic means to taint the temples of Democracy,” Dhankhar added.

8. The BJP raised questions over Congress’s silence in “similar incidents” in Rajasthan and West Bengal intensifying the political slugfest over the Manipur issue.

9. As demands for Manipur chief minister N Biren Singh’s resignation grew louder, Union minister Anurag Thakur asked whether Rajasthan chief minister Ashok Gehlot will tender his resignation for cases of atrocities on women. “We are neither running away from fulfilling our responsibility nor from participating in the debate. But (the opposition) should stop playing politics at least on crime against women,” he said.

BJP ministers and leaders are citing examples of other states where similar incidents of atrocities against women have occurred and accusing the Congress of silence amidst the intense political battle over the shocking Manipur video over which the Congress cornered the BJP which governed Manipur.

On the 18th and 19th of July, a video of two women being paraded nude in Manipur surfaced, prompting widespread outrage. The incident occurred on May 4, a day after the ethnic conflict between Meiteis and Kukis in the northeastern state broke out. The FIR was lodged, but arrests were not made until the video went viral. The Supreme Court took suo moto cognizance of the situation and stated that if the government does not act, the court will.

As the united opposition blamed the BJP, the BJP countered Manipur with Rajasthan, where four family members, including a six-month-old infant, were burned to death. The government of Rajasthan fired Rajender Singh Gudha after he stated that women are not secure in Rajasthan. Anurag Thakur, minister of the Union, questioned the dismissal, noting that over a million incidents of violence against women have occurred in Rajasthan in the past four years. “Rajasthan is now the state with the highest rate of crimes against women. 22% of all rapes in India occur in Rajasthan. Anurag Thakur stated that instead of taking action against the offenders, Chief Minister Ashok Gehlot fired one of his ministers on the orders of Sonia Gandhi and Rahul Gandhi.

‘Using women as an instrument…simply unacceptable’: CJI

Taking suo moto notice of the viral video, the Chief Justice of India, DY Chandrachud, stated that the incident is inexcusable. “Using women as a tool in a region of communal conflict. The worst constitutional violations. We are profoundly troubled by the videos that have emerged. We will act if the government does not,” the CJI stated.

Opposition Demands Manipur Discussion

Ahead of the Parliament’s Monsoon Session, the entire Opposition is prepared to raise, among other issues, Manipur violence, railway safety, unemployment, inflation, the status of the India-China border, and the trade balance between the two countries.

On Thursday, the first day of the Parliament’s Monsoon Session, some parties intend to propose an adjournment motion concerning Manipur violence, among other issues. The Monsoon Session will last until August 11 and consist of seventeen sittings.

Almost all the parties including the Congress, Aam Aadmi Party (AAP), Bharat Rashtra Smithi (BRS), Samajwadi Party, Jharkhand Mukti Morcha (JMM), Rashtriya Janata Dal (RJD), Janata Dal United (JDU), Dravina Munnetra Kazhagam (DMK), CPM, CPI, Revolutionary Socialist Party (RSP), Indian Union Muslim League (IUML) and Shiromani Akali Dal (SAD) shared their plan while speaking to media followed by an all-party meeting called by the government in the Parliament premises. 34 parties and 44 leaders were represented at the meeting.

The Congress announced on Wednesday that it will raise the Manipur violence issue on the first day of the Monsoon Session, seeking a response from Prime Minister Narendra Modi. “Today, at the outset (of the meeting), I maintained my position. Our primary concern is the violence in Manipur. Prime Minister Narendra Modi should appear in Parliament to address questions about the matter. After attending a government-called all-party meeting, Congress leader Adhir Ranjan Choudhary said, “We will bring a motion to adjourn tomorrow.”

Choudhary, who is the Leader of the Opposition in the Lok Sabha, also stated that the issue of flooding and the federal structure of India should be discussed. Choudhary stated in the meeting that he asked the government to allow all opposition parties to speak in the House, stating, “We have not come here for tourism, so we want a discussion in the House.”

Sanjay Singh, leader of the AAP, objected to the introduction of the Government of the National Capital Territory of Delhi (Amendment) Ordinance, 2023, and stated that his party and other like-minded Opposition parties will oppose the bill when it is introduced for passage in the House.

He added that his party will also bring up the violence in Manipur and the misuse of federal agencies. In the meeting, IUML leader Mohd Basheer voiced his vehement opposition to the Uniform Civil Code, stating, “It is dangerous and will disrupt the country’s harmony.”

Tiruchi Siva of the DMK also demanded that the Manipur incident be discussed during the Monsoon Session and that PM Modi make a statement before the House.

The charge sheet was filed with the NIA Special Court in Imphal against, among others, three cadres of the proscribed terrorist organizations PRA (People’s Revolutionary Army), KCP (Kangleipak Communist Party), PREPAK (People’s Revolutionary Party of Kangleipak), and UNLF (United National Liberation Front).

Deepak Sharma alias Khinmaung (38) of Myanmar, Suraj Jasiwal (33) of Manipur, and Shaikhom Bruce Meetei (38), also from Manipur, were cited under various sections of the Indian Penal Code (IPC) and the Unlawful Activities Prevention Act (UAPA). Deepak Sharma has been accused under the Foreigners Act of 1946 as well.

“The accused raised and collected the funds with the intent to further the activities of these terrorist organizations,” according to an NIA representative.

“Preliminary investigations have revealed that cadres of the outlawed organizations made extortion calls to the residents of Imphal and the Valley regions in order to raise funds for their organizations. “These cadres provided the victims with the bank account information of their associates and instructed them to deposit the extortion funds there,” the spokesperson said.
