<p>Nitish Kumar, The CM of Bihar, was accused of employing derogatory language while explaining the role of women&#8217;s education in population control in the Assembly on Tuesday. Social media was flooded with videos of Nitish Kumar defending his position on population control, and a number of Bihar women MLAs objected to the chief minister&#8217;s language. Tejashwi Yadav, the deputy chief minister, stated that misinterpreting Nitish Kumar&#8217;s statement is incorrect. &#8220;Allow me to provide some clarification. The topic of the chief minister&#8217;s remarks pertained to sexual education. Despite the fact that this subject causes apprehension among the general public, it is taught in science and biology courses. This is what children acquire. He described the practical measures that must be taken to control the population. &#8220;This should be regarded as sex education rather than misconstrued,&#8221; Tejashwi advised.</p>
<p>Sharing the video on its X handle, the Bihar BJP referred to Nitish Kumar as &#8220;AslilNitish&#8221; and stated that no leader in Indian politics has ever been as profane as he is. &#8220;Nitish Kumar is the most obscene leader in the history of Indian politics.&#8221; Nitish Babu&#8217;s psyche appears to be plagued by the insect that inhabits &#8220;B&#8221; grade adult films. A public prohibition on his double-meaning dialogues is warranted. &#8220;It appears that his company has an effect on him!&#8221; the post stated.</p>
<p>&#8220;The Chief Minister&#8217;s remarks are nonsensical and he has surpassed the age of seventy.&#8221; He employed a term that is beyond our ability to articulate. &#8220;We, as women, will all protest,&#8221; declared Gayatri Devi, a BJP MLA.</p>
<p>Nivedita Singh, an MLC, questioned whether the state Assembly is an appropriate venue for sex education. Assembly is not an appropriate setting for sexual education courses. The chief minister&#8217;s explanation became extremely pragmatic. His utterance lacked any contextual information. We were all seated there to hear Nitish Kumar speak about the caste census that we had all supported. &#8220;However, he altered the entire situation, and Nitish Kumar will not tolerate even the most mild condemnation,&#8221; the MLC stated.</p>
<p>&#8220;The husband&#8217;s actions resulted in additional births.&#8221; However, education enables a woman to exert control over him; this is the reason for the decline in birth rates&#8230;You, as correspondents, have a thorough understanding as well. The fertility rate, which was 4.3 previously, has since decreased to 2.9. &#8220;Moreover, we will soon reach two,&#8221; Nitish Kumar elaborated.</p>
<p>Nitish Kumar&#8217;s vile remarks have prompted NCW to demand an apology.</p>
<p>Nitish Kumar&#8217;s remark was met with an urgent demand for an apology from the National Commission for Women, which deemed it a violation of the dignity of women. &#8220;On behalf of every woman in this country, the NCW demands that CM Nitish Kumar issue an immediate and unequivocal apology.&#8221; His inane remarks in the Vidhan Sabha violate the dignity and esteem that are due to every woman. The slanderous and uncivilized language he employed in his discourse tarnishes our society. In a democratic society, if a leader is capable of openly expressing such views, the state must be enduring an atrocity beyond description. &#8220;We vehemently oppose such conduct and demand responsibility,&#8221; the NCW said in a statement.</p>
<p>The leader of the Delhi Commission for Women, Swati Maliwal, demanded an apology from Nitish Kumar for his &#8220;disgraceful&#8221; language.</p>

<p>Tuesday, the Bihar assembly received the Caste Survey report, which unveiled that over one-third of Bihar&#8217;s households survive on a daily income of ₹200 or less, or a maximum monthly income of ₹6,000. On Tuesday, Bihar Chief Minister Nitish Kumar declared his intention to increase quotas for Scheduled Tribes, Scheduled Castes, and Other Backward Classes in the state. He added that legislation in this regard is likely to be introduced during the ongoing assembly session.</p>

										<content:encoded><![CDATA[<p>On Sunday, Amit Shah, the union home minister, attacked the Nitish Kumar-led Bihar government and accused it of &#8220;intentionally&#8221; inflating the Muslim and Yadav populations in the state&#8217;s caste survey. Additionally, he criticised the &#8216;Mahagathbandhan&#8217; administration for engaging in &#8216;appeasement politics&#8217;.</p>
<p>&#8220;The determination to carry out the caste survey in Bihar was established during the JD(U)&#8217;s tenure as an NDA member. However, the methodology employed in the survey exposes the Mahagathbandhan government&#8217;s true intentions&#8230; the Muslim and Yadav populations were inadvertently inflated for the purpose of the exercise, Amit Shah stated at a rally in the Muzaffarpur district of Bihar.</p>
<p>He further stated, &#8220;&#8230;The government has no regard for the welfare of individuals from other backward communities.&#8221;</p>
<p>Based on the findings of the caste survey unveiled on October 2, 36.01 percent of the population was comprised of extremely backward communities (ECB), which comprised 112 castes. The remaining 27.12 percent was comprised of backward castes (30 communities). The combined proportion of the state&#8217;s backward castes and EBCs, known as other backward classes (OBC), is 63.13 percent. In contrast, the SC comprises 19.65 percent of the population and ST accounts for 1.68 percent.</p>
<p>In the interim, Tejashwi Yadav, the deputy chief minister of Bihar, condemned Shah&#8217;s allegation and advised him to undertake a caste census of the state.</p>
<p>Amit Shah posits that the Bihar caste survey intentionally exhibited a greater representation of the Muslim and Yadav communities. Yadav told the media, &#8220;I simply wish to advise him that if that has transpired, he ought to undertake a caste census throughout the nation, including all states governed by the BJP.&#8221;</p>

										<content:encoded><![CDATA[<p>The five-day winter session of the Bihar assembly will begin on November 6. This will be the 1st sitting of the House since the caste survey results were released this month.</p>
<p>A few days after chief minister Nitish Kumar announced that the educational and socioeconomic data of the survey would be presented in the House, a notification for the session was issued on Monday. Kumar evaded a query regarding the potential expansion of the reservation area. Kumar added that he would refrain from commenting until the survey results were presented to the House. &#8220;Everyone will be heard, and we will then determine our next course of action.&#8221; Preceding the government&#8217;s actions, I am unable to provide any commentary on the matter.</p>
<p>The survey results, which were made public on October 2 subsequent to the conclusion of an exercise, have the potential to disrupt the political landscape of the heartland and bring caste to the forefront of discussions in advance of the 2024 national elections.</p>
<p>Many predicted that the exercise would incite another political upheaval, which they referred to as the &#8220;second Mandal moment.&#8221; Countering the Bharatiya Janata Party&#8217;s mobilization of less-dominant backward and Dalit communities under a broader Hindu umbrella, the opposition Indian National Developmental Inclusive Alliance, which comprises the ruling Rashtriya Janata Dal and Janata Dal (United) of Bihar, has advocated for a nationwide caste census.</p>
<p>Incorporating leaders from marginalized castes into its ranks has helped the BJP dispel the notion that it was previously preoccupied with its traditional voter base, the upper castes.</p>
<p>According to the survey results, it was anticipated that the ruling alliance in Bihar would suggest an increase in the quota for marginalized castes in educational institutions and employment that is proportional to their population.</p>
<p>For the first time since independence, the survey conducted a physical government census that enumerated all castes. It also revealed that backward communities constitute approximately two-thirds of the population of Bihar.</p>
<p>In the decennial census of India, only Scheduled Castes (SC) and Scheduled Tribes (ST) are enumerated.</p>

The state&#8217;s other backward classes (OBC), which encompass backward castes and EBCs, comprise 63.13 percent of the total population. ST is 1.68% and SC is 19.65%.</p>

										<content:encoded><![CDATA[<p>According to party leaders, Prime Minister Narendra Modi and other top leaders from the Bharatiya Janata Party (BJP) are planning to travel to the state of Bihar in the month of June as part of the party&#8217;s public engagement program to commemorate the completion of nine years of the Modi government&#8217;s term in power.</p>
<p>On June 12, Bihar&#8217;s chief minister Nitish Kumar will convene a meeting of the united opposition, which will be closely followed by the campaign.</p>
<p>Samrat Choudhary, the state president of the BJP, stated that PM Modi will speak at a public event in the state.</p>

<p>&#8220;The BJP&#8217;s activities continue throughout the year. This is significant because it coincides with the completion of nine years of the Modi administration. The programme, which is scheduled to run until June 30, will highlight the achievements of the Modi administration, he added.</p>
<p>Choudhary stated, &#8220;The primary objective is to inform the public of what the BJP government of Narendra Modi has accomplished for the state over the past nine years and what it was unable to accomplish due to Nitish&#8217;s ego, which halted many projects.&#8221;</p>
<p>He added, &#8220;People have faith in Narendra Modi, who is the leader of the largest party that enjoys public support, while Nitish Kumar is the leader of the smallest party that has been rejected in Bihar itself and continues to be at the mercy of the RJD (Rashtriya Janata Dal), which is synonymous with everything that went wrong in the state.&#8221;</p>
<p>He added that the BJP is unconcerned about Nitish Kumar&#8217;s opposition meeting.</p>
<p>&#8220;The BJP is unconcerned by the gathering of a group of rejected and despondent leaders battling various corruption cases. Nitish Kumar is aware that, as the leader of the smallest party, he is a liability wherever he travels, but he cannot stop daydreaming,&#8221; he said.</p>

										<content:encoded><![CDATA[<p>On Sunday, the chief minister of Delhi, Arvind Kejriwal, met with the chief minister of Bihar, Nitish Kumar, and stated that if all opposition parties unite against the ordinance, the bill can be defeated in the Rajya Sabha. Then, there will be a semi-final before 2024, and it will be evident that the BJP will be defeated. &#8220;Nitish Kumar stated that he remains with us and will fight against the injustice done to Delhi by the federal government. <p>&#8220;Eight days after the Supreme Court delegated all authority to the elected government of Delhi, the Centre enacted an ordinance to incapacitate the government of Delhi.&#8221; Now, the ordinance grants the LG complete authority; he will govern Delhi. &#8220;The verdict of the Supreme Court was unanimous, and it is unconstitutional that it has been reversed,&#8221; Kejriwal stated.</p>
<p>The AAP has already decided to challenge the ordinance introduced by the law ministry on Friday before the Supreme Court. The Centre has also lodged a petition for review of the earlier ruling with the Supreme Court.</p>
<p>As the decade-long conflict between the Lieutenant Governor and the Delhi government escalates, the BJP has stated that the ordinance is necessary to maintain Delhi&#8217;s dignity after the AAP government resorted to hooliganism in response to a Supreme Court order.</p>

<p>The authority over government officials stationed in Delhi is the contentious issue at hand. After the Supreme Court ruled that the Delhi government has the authority to transfer personnel, the AAP government transferred Ashish More, the services secretary. IAS officer More, on the other hand, lodged a complaint against minister Saurabh Bharadwaj, claiming that the minister harbored a grudge against him.</p>
<p>The office of the LG reported receiving complaints from chief secretary Naresh Kumar, special secretaries Kinny Singh and YVVJ Rajasekhar, and power secretary Shurbir Singh. Rajasekhat supervised the renovation of Kejriwal&#8217;s residence.</p>

<p>Trinamool Congress MP Derek O&#8217;Brien tweeted on Friday that while West Bengal Chief Minister Mamata Banerjee will not be attending the swearing-in ceremony, she has designated party leader Kakoli Ghosh Dastidar for the event.</p>
<p>In addition to Kumar, Congress leaders have verified the presence of Stalin, Nationalist Congress Party supremo Sharad Pawar, and National Conference president Farooq Abdullah.</p>

<p>However, the Left Democratic Front (LDF) in Kerala criticized the Congress for not inviting Pinarayi Vijayan to the inauguration ceremony. <p>Kumar did not respond to reporters&#8217; queries regarding the anticipated meeting of opposition leaders in Bihar. &#8220;Allow me to return from the event tomorrow. We will make a decision at the appropriate time,&#8221; said the JD(U) supremo, who had previously indicated that the meeting could occur after the election in the southern state.</p>

<p>Ramakrishna Upadhya, a political analyst, stated that the victory in the Karnataka Assembly elections &#8220;is a shot in the arm for the Congress after losing so many elections.&#8221; The victory is indeed a morale stimulant for Congress, allowing it to assert itself ahead of the elections in 2024.</p>
<p>Senior journalist and political observer Vishweshwar Bhat told PTI, &#8220;It is a cunning move by the Congress to restore its nationwide presence by inviting opposition leaders to attend the ceremony. The Congress is also sending signals for opposition unity from Karnataka.&#8221;</p>

<p>After a closed-door meeting, Kumar addressed the media and announced that negotiations are underway to unite more opposition parties against the right-wing party. The chief minister refuted rumors that he would be the next prime ministerial candidate by stating, &#8220;I have no desire for power or position; my goal is to serve the country.&#8221;</p>
<p>Regarding who will command the combined force, the chief minister of Bihar stated that the decision will be made after the unity has been formed. &#8220;I desire nothing for myself. I will serve the nation&#8217;s best interests. There will be others present, and we will deliberate,&#8221; he said.</p>

<p>Meanwhile, the leader of the Samajwadi Party extended his support to Nitish Kumar for removing the BJP from power. &#8220;They (BJP) want to rewrite India&#8217;s history. They must understand the past. They are not performing any task and are only publicizing. We will form a coalition with the majority of opposition parties to contest the impending elections, he said at a press conference.</p>
<p>Nitish Kumar has intensified his &#8216;campaign&#8217; to unseat the BJP in the upcoming general election. Nitish Kumar met Rahul Gandhi and Congress president Mallikarjun Kharge in the capital days prior to this meeting. Earlier, he met with West Bengal Chief Minister Mamata Banerjee, during which the Trinamool Congress (TMC) supremo demanded that the BJP be eliminated. &#8220;We will proceed jointly. &#8220;We have no personal ego and wish to collaborate as a group,&#8221; she said.</p>

										<content:encoded><![CDATA[<p>Nitish Kumar met with his West Bengal counterpart, Mamata Banerjee, in Kolkata and Samajwadi party chief Akhilesh Yadav in Lucknow on Monday as he intensified his efforts to coalesce opposition parties against the Bharatiya Janata Party (BJP) ahead of the 2019 Lok Sabha elections.</p>
<p>Kumar, a leader of the Janata Dal (United), and Tejashwa Yadav, the deputy chief minister of Bihar and leader of the Rashtriya Janata Dal (RJD), met with Trinamool Congress (TMC) chief Banerjee at the state secretariat for nearly an hour to discuss the formation of an opposition coalition.</p>

<p>Later, while speaking to reporters, the chief minister of Bihar praised the work of the Bengal government. &#8220;We held discussions. We were also in contact earlier. I used to frequent this location. For several years I was unable to attend. I am thrilled to be here and to meet her. I observed how much progress she has made,&#8221; he said.</p>

<p>Additionally, the JD(U) leader urged all opposition parties to conduct discussions to determine the future road map. &#8220;Nothing is being done for India&#8217;s development; those in power are only concerned with their own promotion,&#8221; he said, presumably referring to the BJP in power at the center.</p>
<p>Banerjee, who also addressed the media, stated that the opposition parties must unify in order to send a strong message to the BJP before the crucial elections next year.</p>
<p>&#8220;I suggested to Nitish ji that all parties attempt to convene a meeting in Bihar. First, (to convene) an intimate gathering. Later, we can determine where we will go, where we will not go, the manifesto, etc. &#8220;However, we must first send the message that we are united,&#8221; she said.</p>
<p>Banerjee also stated that Kumar and Tejashwi&#8217;s decision to work together sent a firm message to the BJP. In August of last year, the JD(U) dissolved its alliance with the BJP in order to reestablish the Mahagathbandhan or Grand Alliance with the RJD and other parties.</p>
<p>A meeting between Congress, JD(U), and RJD leaders in the nation&#8217;s capital earlier this month sparked rumors that the BJP will confront a coalition of political adversaries in the 2024 elections. Kumar had also conferred with Congress president Mallikarjun Kharge and party leader Rahul Gandhi in an effort to unite the opposition. The opposition&#8217;s attempt to halt the BJP&#8217;s electoral juggernaut was deemed futile by the BJP.</p>
<p>Banerjee has also advocated for opposition unity. Last month, she met with Akhilesh Yadav and Odisha&#8217;s chief minister, Naveen Patnaik. She also met with the former chief minister of Karnataka and leader of the Janata Dal (Secular), HD Kumaraswamy.</p>
<p>After meeting with the chief minister of Bengal, Kumar and Yadav immediately traveled to Lucknow to meet with the president of the Samajwadi Party, Akhilesh Yadav.</p>
<p>&#8220;I am not in the leadership contest. When everyone comes together there will be a leader. I am attempting to bring them all together. A leader will be chosen by others. Our goal will be to unite the opposition parties, which will benefit the country and be in its best interest, Kumar told reporters in Lucknow.</p>
<p>Akhilesh offered his support to the chief minister of Bihar. Due to the erroneous economic policies of the BJP government, farmers and laborers are confronting difficulties. Inflation and unemployment have risen. &#8220;We are with you (Nitish Kumar) to remove the BJP from power in order to save the nation,&#8221; he said.</p>
<p>In both Bengal and Uttar Pradesh, BJP leaders asserted that the opposition parties&#8217; efforts would be fruitless.</p>
<p>&#8220;Such endeavors were made in 2014 and 2019, and the outcomes are before us. These are fruitless endeavors that will yield no results. People have faith in the BJP and Prime Minister Narendra Modi, according to Bengal BJP spokesperson Samik Bhattacharya.</p>
<p>Deputy chief minister of Uttar Pradesh Keshav Prasad Maurya stated, &#8220;No matter who meets whom, the land of Lord Ram with 80 Lok Sabha seats and the land of Goddess Sita with 40 Lok Sabha seats will ensure that the BJP wins all 120 Lok Sabha seats, as people realize that all of these alliances are opportunistic. Prime Minister Narendra Modi has tirelessly worked for the poor and draws courage and blessings from them.&#8221;</p>
