The International Monetary Fund (IMF) has listed “tough conditions” for billions of dollars in aid to cash-strapped Pakistan, its Prime Minister Shehbaz Sharif has said

10 Points you should know about IMF Pakistan conditions:

1.Following a positive ninth review of Pakistan’s economy, the International Monetary Fund (IMF) will contribute more than $1.1 billion. Additionally, this would clear the way for bilateral loans from other countries and institutions in the world. The International Monetary Fund encourages Pakistan to take steps that will raise the amount of money the government takes in.

2.The Pakistani government will receive nine tables from the International Monetary Fund (IMF) pertaining to macroeconomic and fiscal frameworks. Should they reach a consensus by the 9th of February, they will be required to sign a staff-level agreement.

3.Before the International Monetary Fund (IMF) would feel comfortable lending the country money to stabilise its economy, Pakistan will have to make some tough choices in order to earn the organization’s approval of how the country is handling the current financial crisis.

4.According to reports in The News International newspaper citing unnamed sources, the International Monetary Fund anticipates that Pakistan would take action to close the large fiscal shortfall.

5.One idea is to add 20–30 rupees to the tax that is already paid per litre of gasoline. According to the newspaper’s claim, this would result in an increase in price from the current 50 rupees to between 70 and 80 rupees.

6.The imposition of a goods and services tax (GST) at a rate of seventeen percent on petroleum, oil, and lubricant (POL) items is an additional possibility. The newspaper said, citing unnamed sources, that another option would be to increase the value-added tax (GST) rate from 17 to 18 percent by means of a presidential edict.

7.Through the use of a mini-budget, Pakistan may explore increasing the federal excise duty rate on sugary beverages from 13 to 17 percent. Currently, the rate is 13 percent.

8.The Pakistani Federal Board of Revenue has proposed an increase in the excise rate that is placed on cigarettes.

Also Read:-SpaceX may attempt Starship launch in March: Elon Musk

9.The revenue board has requested information concerning the assets held by highly paid members of the civil service. The Federal Board of Revenue and the banks will be provided with a copy of this information for their records.

10.On Friday, the Central Bank of Pakistan reported that its foreign exchange reserves fell by 16.1 percent to $3.09 billion at the conclusion of the previous fiscal week. This is the lowest level that these reserves have been at for nearly ten years.

The International Monetary Fund (IMF) has rejected Pakistan’s revised Circular Debt Management Plan (CDMP) (CDMP). The World Bank has asked the Pakistani government to raise the price of electricity by between PKR 11 and PKR 12.50 per unit to keep the extra subsidy for the current fiscal year to PKR 335 billion.

Circular debt happens when a company that is having trouble getting money doesn’t pay its suppliers and creditors. The IMF says that the revised CDMP is “unrealistic” because it is based on some false assumptions. To stop the power sector from losing money, the Pakistani government will have to change the way it runs things.

Also read: 3 Indian-American legislators got jobs in US committees.

The revised CDMP has called for an increase in the circular debt to the tune of ₹952 billion for the current fiscal year against an earlier projection of ₹1,526 billion. The Pakistan government shared its revised CDMP with the IMF on Wednesday.

The Pakistan government’s revised CDMP showed that they needed an extra subsidy of 675 billion, even though they raised the price of electricity by between PKR 7 per unit in the first two quarters of 2023 and PKR 1.64 per unit in the third quarter from June to August.

During technical level negotiations on 9th review for next tranche, the International Monetary Fund (IMF) has called for Pakistan to declare the assets of government officials of grade 17 and above, as well as those of their families. pic.twitter.com/7YvqUeimWd

“The IMF has opposed the certain basis of the revised CDMP and asks the government to raise the tariff in the range of ₹11 to ₹12.50 per unit so that the requirement of additional subsidy could be reduced to half from its existing levels of ₹675 billion for the current fiscal year”.

Also, the IMF has asked questions about how the Pakistani government came up with its figure of 675 billion for additional subsidy needs for the current fiscal year. The revised CDMP calls for DISCOs to keep their average losses to 16.27% during the current fiscal year.

According to the report, the Pakistan government has envisaged the target to recover Fuel Price Adjustment (FPA) charges deferred last summer to fetch ₹20 billion against estimates of ₹65 billion made last summer, as per the news report.

Pakistan IMF Bailout

Pakistan Bailout, Pakistan’s moves to loosen its grip on the currency and raise fuel prices show that the country is finally making the unpopular decisions it needs to make to get the $6.5 billion bailout program from the International Monetary Fund.

According to the foreign exchange desk at AKD Securities Ltd., the rupee fell to as low as 270 per dollar on Monday. This happened because the government let the market have more control over the currency, which was one of the IMF’s requirements for the loan. Over the weekend, the government also raised gas prices to a record high. This was done before an IMF team arrived on Tuesday for a loan review, which had been delayed for months because of the next loan tranche.

Pakistan is getting deeper into a crisis because there aren’t enough dollars and inflation is going up. This makes it even more important for Prime Minister Shehbaz Sharif to get money from the IMF. The country needs money badly because its savings have dropped to $3.7 billion, which is less than one month’s worth of imports, this is really important for the Pakistan Bailout plan.

“These decisions show that Pakistan is serious about the IMF programme, even though it’s an election year,” said Suleman Rafiq Maniya, head of advisory at Vector Securities Pvt. Ltd. “All of it depends on how the IMF team acts when they come to visit. These steps hurt a lot and cost a lot in terms of politics.”

Crisis-Hit Pakistan Takes Hard Steps To Secure Bailout From IMF https://t.co/xrRUXSANlV pic.twitter.com/09F9Vsddx0

Sharif has said that his coalition government is determined to finish the Pakistan bailout plan, even if it means paying a political price just months before national elections. This is because the government has been slow to implement key decisions. The country’s economic leaders, led by Finance Minister Ishaq Dar, will have a hard job ahead of them. They will have to convince the IMF that the country is ready to take other tough steps, like raising taxes and gas prices.

Frontier markets that want to borrow money from the IMF are under more pressure to let go of their currencies, which will help their current-account balances. This month, Egypt’s currency lost value for the third time in less than a year. Ankur Shukla, an analyst in Mumbai, said in a note on Monday that calculations by Bloomberg Economics show that the rupee should be stable at 266 rupees per dollar.

This month, the Pakistani rupee fell because money exchange companies decided to stop putting a cap on the dollar-rupee rate on the open market. Onshore money exchanges have run out of dollars because locals have turned to the black market, where the dollar is being sold for about 10% more than what it is worth.

The Pakistan currency falls to 265 rupees on the open market

Short of money On Friday in pakistan the US dollar was worth 262.6 rupees in the interbank and open markets, which was the lowest it had ever been.
At one point, the currency fell to 265 rupees on the open market and 266 rupees in the interbank market. By the end of the day, it had made a slight comeback.

According to the State Bank of Pakistan, the currency had dropped by 7.17 rupees, or 2.73 percent, by the time the market opened on Friday.

Also read: US general warns that a war with China could be coming soon.

Since Thursday, the value of the Pakistani rupee has dropped by 34 rupees in the interbank market. This is the biggest drop in both absolute and percentage terms since the new exchange rate system was put in place in 1999.

The value of the Pakistani rupee has dropped sharply since the government removed an unofficial cap on the USD-PKR exchange rate in order to restart a loan programme with the International Monetary Fund (IMF).

Pak Currency Plunges To 262 Against Dollar Amid IMF Aid Uncertainty https://t.co/sd39gNtPOO pic.twitter.com/xAr7iEIIqP

— NDTV (@ndtv) January 27, 2023

The decision was made by the government on Thursday, after the exchange companies said they were taking off a rate cap they had put in place on the open market.

The country needs to finish the ninth review of a $7 billion IMF programme. This would lead to a $1.2 billion payment and also make it possible for friendly countries and other multilateral lenders to send money.

The IMF wants the exchange rate between the dollar and the rupee to be based on the market. They also want a high interest rate and a 17 percent sales tax to be put on diesel and gasoline within a week. The first two requirements have been met.

According to information from the Exchange Companies Association of Pakistan (Ecap), a lot of money started coming into the country through official channels on Friday.

Hameed Khokar, a financial analyst at CX investments, thought that the flow of remittances would pick up in the next few days and pass $2.5 billion per month again, getting closer to $3 billion in the next few months. He also said that money sent home from exports will get better in the coming months.

Khokar said that the biggest challenge for the government was to keep up the foreign reserves and improve the currency market so that the currency parity stays stable and import goods don’t get stuck at the port.

More than 9,000 containers are also stuck at the Karachi ports because their dues haven’t been paid. Some of these containers have essential goods, petroleum products, LNG, soybeans, and other goods.

Other financial experts agreed with the government’s decision to take off the dollar’s cap. They thought that if this had been done sooner, the country would not have had to pay a huge price for inflation in the coming months and would not have lost $6 billion in different ways.

Saad bin Naseer, who is the director of the financial data and analytics site Mettis Global, also said that after the cap was lifted, remittances, including money from exports, had started coming back through the official channels.

Zafar Paracha, the head of the Ecap, said that the central bank had said exchange companies would get dollars, but they hadn’t gotten them yet.

He also said that the rupee’s decline could be stopped if there was more supply and the government’s “complex” policies were changed. Also, the central bank’s foreign exchange reserves kept falling and hit a new nine-year low of $3.678 billion during the week that ended on January 20.

Thursday, the SBP said that foreign debt payments caused Pakistan foreign currency holdings to drop by $923 million over the past week. But financial experts are still sure that the economy will get better now that Prime Minister Shahbaz Sharif has said the government will follow all of the IMF’s rules for getting back on track with its programme.

Friday, Prime Minister of pakistan Shahbaz Sharif said he was sure that the IMF would release the money by the end of the month. He said that the government was talking with the IMF to find a quick solution.

Cash-strapped Pakistan is still dealing with the terrible effects of the deadly floods, and it has a lot to do. In January 2023, Pakistan’s Prime Minister Shehbaz Sharif asked the rest of the world for money, saying that his country needed USD 30 billion to recover from the floods.

Dar said that Pakistan finance minister was in trouble because of the wrongdoings of the last government and a “drama” that began about five years ago. He also said that Pakistan’s economy was strong from 2013 to 2017 when Nawaz Sharif was in charge. He said that the Pakistan Stock Exchange was the best capital market in South Asia and was ranked fifth when Nawaz Sharif was in power.

Despite ongoing talks between Islamabad and the International Monetary Fund (IMF) to restart the USD 6 billion rescue package from the IMF, Pakistan is on the edge of bankruptcy as Pakistan’s economic crisis is facing a dismal future with no immediate bright outlook.

As to what appears to be the nation’s closest encounter with a nightmare that has come true, all the ruling parties in Pakistan discover themselves mentally and financially bankrupt as Pakistan’s economy collapses.

Since the April transition of power, the parliament has continued to malfunction, parliamentary sessions were being dissolved, terrorism showed its ugly face once more, and the political unrest has worsened with each new day, harming the economy.

Although the State Bank of Pakistan’s new “new me” personality, the numbers speak for themselves. Under Imran Khan’s administration, Pakistan’s overall obligations and debts have surpassed PKR 50.5 trillion, representing a rise of almost PKR 20 trillion. According to SBP data, the deficit in current accounts has risen to 4.7% of GDP, far higher than the intended range of 2-3% for 2021.

News About Pakistan Economy

The State Bank’s foreign exchange holdings fluctuate from crisis to crisis but have recently stabilized a little thanks to a $3 billion loan from Saudi Arabia as part of a $4.3 billion package of aid. It was anticipated that this would boost Pakistan’s exchange rate. Not at all. The rupee continued to fall against the dollar, reaching 179, suggesting severe economic conditions.

https://www.instagram.com/p/CnOQHp4KFs6/?utm_source=ig_web_copy_link

The State Bank puts the burden on budgetary allocations to high debt servicing costs and food imports, particularly vegetables, wheat, and sugar. The high cost of cotton imports to support Pakistan’s manufacturing sector has also depleted foreign exchange reserves. Earlier, Pakistan had agreed to purchase all of these items from India due to pressure from business people. Still, the plan failed as a result of political pressure, and this automatically led to Pakistan’s economic crisis.

Syed Shabbar Zaidi, a former chairman of the FBR (federal board of revenue), declared that Pakistan would never be able to pay its debts. In a lengthy Twitter chat, he claimed that “bankruptcy” is a situation where loans cannot be repaid from expected earnings. That is a logical assertion that is difficult to challenge.

Saudi Arabia To Rescue

As the nation waits for the ninth assessment of a $7 billion IMF (International monetary fund) rescue package, Pakistan is expected to obtain a multi-billion monetary support deal from an old ally Saudi Arabia.

According to the two representatives of the finance ministry, the Saudi deal would include oil on future payments and deposits to increase the nation’s foreign reserves.

Saudi Arabia weighs boosting Pakistan investment to $10 bln

Ishaq Dar, the finance minister, expressed previous optimism about starting discussions with Saudi Arabia early.

Pakistan’s economy is experiencing a balance of payments crisis as the current account deficit increased and central bank reserves dropped to $6.7 billion, just enough to cover one month’s worth of imports.

The backing of Saudi Arabia may give Pakistan more negotiation leverage when attempting to begin talks with the International Monetary Fund over a stalled bailout. The IMF’s conditions for an agreement, which include boosting power and fuel prices as well as taxes, have yet to be accepted by Islamabad up to this point.

The country’s foreign exchange reserves are rapidly depleting, and financial markets expect the IMF program to be restarted within the next few days.

Ways To Preserve Money And Sources

During a press conference with other cabinet members, Pakistan’s defense minister Khawaja Asif announced that the energy conservation plan “is being enforced immediately.”

“The country is enduring a trying time.” He even said that The plan calls for all government facilities and workplaces to use the least amount of energy possible and commits to developing a procedure allowing personnel to work remotely over ten days. At the current rate, the country cannot use electricity.

There were no lights on during the most recent cabinet meeting. He led by example by mentioning that the meeting occurred in the open.

Pakistan Economy 2025

The Planning Commission has given Prime Minister Imran Khan a general overview of the proposed economic growth strategy. Next month, the draught strategy will be presented to the National Economic Council (NEC) for its preliminary approval. The PTI government’s growth strategy was completed around the close of its fourth year in office and will be implemented beginning with the start of the following fiscal year, which will be Imran Khan’s final year in office.

By concentrating on trade links with China and industrial areas with a competitive advantage, the plan aims to achieve sustained growth.

The ultimate goal is to increase per capita income from its current $1,638 to over $2,100 while maintaining an average economic growth rate of 5.9% for 2022 to 25.

Conclusion

Pakistan could collapse within a year or so, according to economists. According to them, a debt restructuring that includes partial debt forgiveness and rescheduling—while technically still considered a default—would offer a more orderly solution to the debt dilemma than the chaos that resulted from Sri Lanka’s default last year.

Better news came from a fundraiser held on Monday in Geneva to aid Pakistan’s recovery from floods the previous summer. According to a tally released by Pakistan, trade blocs and countries like the European Union, China, and the United States, as well as multilateral lenders like the Islamic Development Bank, have offered about $9 billion to assist in the rebuilding. The majority of the funds came in the form of recent multilateral agency loans.
