										<content:encoded><![CDATA[<p>Lok Sabha speaker Om Birla, speaking for the first time about the tumultuous Monsoon session of Parliament, emphasised that the chair must safeguard the prestige of the legislature and has the final authority to expunge or retain lawmakers&#8217; remarks.</p>
<p>During the session, opposition leaders protested a number of decisions, including the reintroduction of remarks by Nishikant Dubey of the ruling Bharatiya Janata Party and the authorization of women and child development minister Smriti Irani to use phrases previously deemed unparliamentary for Congress leader Rahul Gandhi.</p>
<p>Adhir Chowdhury, the floor leader of the Congress, protested his suspension from the Lok Sabha, arguing that the norm was to expunge objectionable remarks, not suspend a member.</p>

<p>Birla defended the deleted remarks during a media briefing following the India Chapter of the Commonwealth Parliamentary Association meeting. &#8220;The chair has the authority to expunge words from the record. &#8220;He has the ability to expunge and reintroduce expunged portions,&#8221; he said. Our objective is to ensure that House speeches do not contravene the decorum and prestige of the chamber.</p>
<p>&#8220;The House speaker is expected to maintain impartiality and avoid controversy. The chair is responsible for maintaining the prestige of the chamber,&#8221; he continued. &#8220;Therefore, we strive to ensure that no member questions the chair regarding House issues.&#8221;</p>
<p>When the Opposition protested the privilege notice against Chowdhury, who was suspended on August 10, Birla stated that he had no involvement in the matter because it had been referred to the privileges committee.</p>
<p>At the meeting of the presiding officers, Birla reported that a number of measures were taken, including one to make all assemblies paper-free within a specified timeframe and another for the capacity building of legislators.</p>

<p>In his commencement address, Birla stated that digital technology can enhance good governance and increase the accountability of institutions. &#8220;Common people, for whom legislation is enacted, remain unaware of these laws years after their passage,&#8221; he said. &#8220;Rules for a law are not developed until years after a measure is passed. This is an additional cause for concern.&#8221;</p>
<p>The speaker of the Lok Sabha also noted that legislators play a crucial role in contributing to the nation&#8217;s prosperity.</p>

The Air Force of the Congress attacked the people of Mizoram. The Congress should clarify whether or not it was foreign air. Were the people of Mizoram not my country&#8217;s citizens? Wasn&#8217;t the nation responsible for their security?&#8221; PM Modi declared.</p>

The Congress covered this up,&#8221; Prime Minister Modi said, adding that the Congress had destroyed the trust of the northeast. The Prime Minister of India, Narendra Modi, stated, &#8220;This wound always resurfaces in one form or another.&#8221;</p>
<p>&#8220;In 1962, when China attacked India, when people of the country were expecting the government to save them, Nehru said in his radio speech &#8216;my heart goes out to the people of Assam&#8217;. This was the circumstance. This radio broadcast reminds people of how Nehru ji abandoned them to their fate, Prime Minister Modi said.</p>
<h2>Northeast <i>jigad ka tukda</i>: PM Modi on Manipur</h2>
<p>&#8220;The situation in Manipur is presented as if the difficulties just arose recently. Congress bears responsibility for this situation. &#8220;The people of the northeast are not to blame,&#8221; said Prime Minister Modi.</p>

Their sympathy begins and ends with politics, Prime Minister Modi said, adding that bandhs and blockades in Manipur are a thing of the past.</p>

										<content:encoded><![CDATA[<p><strong>Delhi services bill :</strong>The contentious Government of National Capital Territory of Delhi (Amendment) Bill, 2023 to supersede the ordinance for control of services in Delhi is scheduled to be taken up by the Lok Sabha on Thursday, the eleventh day of the Monsoon session, at 11 am. It was on the House&#8217;s agenda for Wednesday, but the lower house was adjourned within minutes due to the opposition&#8217;s protest over the violence in Manipur. On Tuesday, the measure was introduced to the Lok Sabha with opposition leaders voicing strong objections.</p>

<p>Prime Minister Narendra Modi presided over a meeting with senior ministers on Wednesday to discuss the government&#8217;s strategy for the ongoing Monsoon session of Parliament.</p>
<p>The Aam Aadmi Party has referred to the Delhi services bill as the &#8220;most undemocratic&#8221; piece of legislation.</p>
<p>Lok Sabha will likewise introduce the Digital Personal Data Protection Bill, 2023. Today, Defence Minister Rajnath Singh will introduce the &#8216;Inter-Services Organisations (Command, Control, and Discipline) Bill, 2023&#8217; in Lok Sabha.</p>
<p>In the Lok Sabha, Union Ministers Dharmendra Pradhan and Mansukh Mandaviya will introduce the &#8216;Indian Institutes of Management (Amendment) Bill, 2023 and the &#8216;Pharmacy (Amendment) Bill, 2023, respectively. To amend the Advocates Act of 1961, Union Minister of Law and Justice Arjun Ram Meghwal will introduce the Advocates (Amendment) Bill, 2023 for consideration and passage in Rajya Sabha.</p>
<p>Anurag Thakur, minister of information and broadcasting, will introduce the Press and Registration of Periodicals Bill, 2023 in the Senate.</p>
<p><strong>Today, I.N.D.I.A. floor leaders will meet in Parliament.</strong></p>
<p>The floor leaders of the I.N.D.I.A. bloc of the Opposition will conduct a meeting in Parliament on Wednesday to devise a strategy for the floor of the house in light of the Manipur issue, which has caused continuous disruptions of the Monsoon session since it began.</p>

According to a PTI report citing sources, the meeting may be postponed because the alliance desires the presence of all its leaders.</p>

<p>Patna hosted the first meeting of the opposition organisations. At the second meeting in Bengaluru, the opposition bloc was given an official moniker, and 27 parties joined the coalition.</p>
<p>The first significant step taken by INDIA was the introduction of a no-confidence motion in the Lok Sabha by the Congress. Despite the fact that the no-confidence motion will have no effect on the NDA government due to its overwhelming majority, India wishes to compel PM Modi to address the Manipur violence in Parliament.</p>
<p>During August 25-26, Congress, NCP (Sharad Pawar), and Shiv Sena (Uddhav Balasaheb Thackeray) leaders in Mumbai have rallies to attend.</p>

<p>Since Sharad Pawar and Ajit Pawar&#8217;s split from the Nationalist Congress Party, rumours abound regarding Sharad Pawar&#8217;s next political move. Last time, Sharad Pawar skipped the first day of the meeting, prompting initial rumours that he would do so again.</p>
<p>This time, Sharad Pawar will share the stage with Prime Minister Modi on August 1 in Pune.</p>
