										<content:encoded><![CDATA[<p>Asia Nikkei has learned that Japan will take the initiative in organize a meeting of Sri Lanka&#8217;s creditor nations to promote debt restructuring. The plan is anticipated to be announced on Thursday by Japan, India, France, and other lenders. China will be invited, as it is Sri Lanka&#8217;s greatest bilateral lender.</p>
<p>The arrangement could serve as a model for addressing the debt issues of middle-income countries, which have been exacerbated in part by rising interest rates in the United States and Europe.</p>
<p>The Japanese Minister of Finance, Shunichi Suzuki, will participate alongside senior officials from India and France. Asia Nikkei predicts that President of Sri Lanka Ranil Wickremesinghe will participate online.</p>
<p>In addition, the International Monetary Fund, the World Bank, and other international organizations, as well as the private sector, will participate in the discussions regarding debt restructuring. The parties involved will coordinate the first meeting&#8217;s date and time.</p>
<p>After the coronavirus pandemic all but halted global travel, Sri Lanka&#8217;s primary source of income, tourism, plummeted. Incapable of repaying borrowed infrastructure funds from China and other nations, the nation defaulted in May of last year.</p>
<p>Asia Nikkei reports that China held 52% of Sri Lanka&#8217;s bilateral debt in June of last year. Japan was the second greatest creditor with a 20% share, followed by India with 12% and France with 3%.</p>
<p>Asia Nikkei reported that China has resisted reducing or canceling Sri Lanka&#8217;s debt. The debt restructuring has consequently been delayed. However, China did provide assurances in March that it would work out a debt solution for Sri Lanka in the coming months, allowing the South Asian island to secure a vital USD 2.9 billion bailout from the IMF. China&#8217;s participation or non-participation in the multilateral discussions is currently the central issue.</p>
<p>In 2020, the Group of 20, comprised of industrialized and emerging-market nations, established a common framework to resolve the debt issues of emerging economies. According to Asia Nikkei, only low-income countries are eligible for partial debt remission under the leadership of the IMF and other organizations.</p>
<p>Today&#8217;s high prices, caused by the pandemic and Russia&#8217;s invasion of Ukraine, are causing emerging economies severe pain. <p>The ambassador Taranjit Singh Sandhu welcomed her. Sitharaman is visiting the United States for one week.</p>
<p>The FM of the Union Nirmala Sitharaman will participate in spring meetings with Finance Ministers and Central Bankers from around the globe. The meeting is scheduled for today at the IMF headquarters in Washington, DC.</p>
<p>Sitharaman and Shaktikanta Das, governor of the Reserve Bank of India, will co-chair the April 12 meeting of G20 finance ministers and central bank governors.</p>
<p>Approximately 350 delegates from G20 member nations, 13 invited nations, and numerous international and regional organizations will attend.</p>
<p>They will engage in multilateral discussions concerning a wide range of urgent global issues. During the meeting, topics such as addressing food and energy insecurity, managing global debt vulnerabilities, strengthening Multilateral Development Banks, mobilizing finance for climate action, and accelerating progress on International Tax and Financial Sector issues will be prioritized.</p>
<p>According to the Finance Ministry, the meeting will assess the progress made toward the outcomes envisioned by India&#8217;s G20 Finance Track agenda.</p>
<p>The 2nd G20 FMCBG meeting will advance preparations for the G20 India Finance Track deliverables for the 3rd G20 FMCBG meeting, which will take place in Gandhinagar, Gujarat, in July of this year.</p>
<p>It is anticipated that these meetings will provide informed contributions to the Leaders Declaration that will be adopted at the New Delhi Summit in September 2023.</p>
<p>The second G20 FMCBG meeting will include three sessions: global economy and international financial architecture, sustainable finance, financial sector and financial inclusion, and international taxation.</p>
<p>&#8220;Attacking food &amp; energy insecurity, managing global debt vulnerabilities, strengthening Multilateral Development Banks (MDBs), mobilising finance for climate action, advancing financial inclusion, and accelerating progress on International Tax and Financial Sector issues will be the focus of these sessions. The meeting will assess the progress made toward the outcomes envisioned in India&#8217;s G20 Finance Track agenda, according to an official release.</p>
<p>On Tuesday, the Finance Minister will meet with US Treasury Secretary Janet Yellen for a high-level meeting to discuss issues of mutual interest.</p>
<p>On April 12, 2023, India, the International Monetary Fund, and the World Bank will co-chair a meeting of the Global Sovereign Debt Roundtable to discuss the current global debt landscape and methods to address existing challenges in debt restructuring.</p>

Sitharaman will convene with the G20 Expert Group on Strengthening MDBs to discuss the need for an updated MDBs ecosystem for the 21st century in order to finance sustainable development goals and transboundary challenges.</p>

<p>Media reported that the World Bank has stated that various economic disruptions have caused nearly four million Pakistanis to fall into poverty this fiscal year. In addition, the World Bank urged Pakistan to promptly arrange for new foreign loans in order to avoid a &#8220;public debt crisis.&#8221;</p>
<p>According to report &#8216;Pakistan Development Update,&#8217; the World Bank warns Pakistan of grave threats to its economic and debt viability, while predicting almost flat economic growth and an average inflation rate of 29.5% for the current fiscal year.</p>
<p>The future of Pakistan is also &#8220;extremely uncertain,&#8221; with only 0.4% economic development anticipated this year and 2% for the following fiscal year. According to a media report, the annual inflation rate will be significantly higher than the projected average inflation rate of 29.5% for the fiscal year 2023 and 18.5% for the coming year.</p>
<p>According to the World Bank, implementing the macroeconomic and structural reforms stipulated by the International Monetary Fund (IMF) programme and securing the desperately required external refinancing are crucial for restoring macro-stability and confidence and preventing a &#8220;public debt crisis.&#8221;</p>
<p>According to media, the World Bank&#8217;s statement reflects mounting unease among international creditors regarding Pakistan&#8217;s approach to the IMF. During FY23-FY25, Pakistan&#8217;s external financing requirements are estimated to average USD 28.9 billion per year, or 8% of GDP, including IMF repayments, maturing Eurobonds, and repayments against Chinese commercial loans. However, it is anticipated that Pakistan&#8217;s reserve position will progressively improve.</p>
<p>The Country Director of the World Bank, Najy Benhassine, stated that the IMF program is an anchor for reforms in the current environment. He emphasized that the writing of the Pakistan Development Update report was not a simple task.</p>
<p>The World Bank has criticized the Pakistani government&#8217;s decision to institute import restrictions, which has significantly eroded public trust. The government has taken ad hoc administrative measures to preserve scarce foreign exchange reserves, but these measures have eroded consumer and investor confidence, according to the report.</p>
<p>According to media, the private sector activity has been affected by import and dollar outflow controls, higher borrowing and fuel costs, and sustained policy uncertainty, resulting in a sharp slowing of growth.</p>

<p>In the past two weeks, influenza and coronavirus cases have increased in India. According to updated data from the Union Ministry of Health, the country has recorded 1,134 new coronavirus cases, while the number of active cases has increased to 7,026.</p>
<p>Wednesday, New Delhi recorded 84 coronavirus cases with a positivity rate of 5.08 percent, according to data from the city&#8217;s health department.Recent days have seen an increase in the number of new Covid infections in the city, coinciding with a significant rise in H3N2 influenza cases across the nation.</p>
<p>Banga&#8217;s visit to New Delhi (March 23 and 24) is the final stop on his three-week global tour, which began in Africa and continued through Europe, Latin America, and Asia, according to PTI.&#8221;Ajay Banga tested positive for COVID-19 during routine testing, but he remains asymptomatic. In accordance with local regulations, he is being quarantined in isolation,&#8221; the Treasury Department said Thursday afternoon.</p>
<p>The 63-year-old Banga was scheduled to meet with Prime Minister Narendra Modi, Minister of Finance Nirmala Sitharaman, and Minister of External Affairs Subrahmanyam Jaishankar, according to a previous Treasury statement.India immediately supported Banga&#8217;s candidature following the announcement of his nomination.</p>
<p>Since then, a diverse coalition of governments, including Bangladesh, Côte d&#8217;Ivoire, Colombia, Egypt, France, Germany, Ghana, Italy, Japan, Kenya, Saudi Arabia, the Republic of Korea, and the United Kingdom, have expressed their support for Banga.Banga met with prominent government officials, stakeholders, business leaders, entrepreneurs, and members of civil society during his global listening tour.</p>

<p>Upon his return from the World Economic Forum meeting in Davos earlier this year, Bagla came under intensified scrutiny and was recently questioned by a Ministry of Commerce audit about the work of the investment promotion body, according to a Moneycontrol report.</p>
<p>Moneycontrol has learned that the audit lasted a year and that Bagla was subjected to intense interrogation. According to the aforementioned sources, the Commerce Ministry reprimanded Bagla after discovering that no substantive work had been performed on the ground.</p>
<p><strong>Who is Deepak Bagla?</strong></p>
<p>1. In his current position, Deepak Bagla served as managing director and chief executive officer of Invest India, the Indian government&#8217;s National Investment Promotion and Facilitation Agency established in 2009 under section 25 of the Companies Act.</p>
<p>2.His profile on the Invest India website states that Bagla has worked for the World Bank and Citibank for over three decades and is a member of several high-level government committees, including Fintech and Innovation.</p>
<p>3.He is the president of the 105-member World Association of Investment Promotion Agencies, headquartered in Geneva. He is also a member of the Prime Minister&#8217;s Science, Technology, and Innovation Advisory Council as a special invitee.</p>
<p>4.The &#8220;Grande Ufficiale della Stella d&#8217;Italia&#8221; was conferred upon Bagla by the President of the Republic of Italy.</p>
<p>5.Bagla possesses a bachelor&#8217;s degree in economics with honours from St Stephens College in New Delhi and a dual master&#8217;s degree in international diplomacy and international trade and finance from Georgetown University&#8217;s School of Foreign Service in Washington, D.C.</p>

<p>During his visit to Africa, Banga will meet with government officials, leaders of multilateral organisations, and members of civil society to discuss the World Bank&#8217;s most important tasks, such as alleviating extreme poverty, supporting inclusive growth, combating climate change, and addressing fragility and pandemics.</p>
<p>According to the press release, during his trip Ajay Banga will utilise his experience living and working in emerging markets and his expertise in forging public-private partnerships to mobilise investments and action to address challenges.</p>
<p>According to a press release from the United States Department of the Treasury, Banga, if elected, will take an evidence-based approach to delivering on the Bank&#8217;s core mission of ending extreme poverty and expanding shared prosperity, while also evolving the Bank&#8217;s approach to address key global priorities such as climate change.</p>
<p>Banga will meet with senior government officials, leaders of the African Development Bank, and civil society organisations working on the ground to expand inclusive economic development during his March 6-7 visit to Côte d&#8217;Ivoire. He will visit a project supported by the World Bank in Abidjan to discuss how the Bank&#8217;s infrastructure investments foster sustainable economic growth.</p>
<p>On March 8, he will meet with government officials and members of civil society. Banga will also visit the Kenya Climate Innovation Center, a project supported by the World Bank, according to a press release from the US Department of Treasury. During his visit, Banga will emphasise the intertwined challenges and opportunities associated with achieving fundamental economic development goals and combating climate change.</p>

										<content:encoded><![CDATA[<p>CNN reported on Wednesday that World Bank President David Malpass will resign before the end of his term.<br />
Malpass stated in a statement, &#8220;It has been a tremendous honour and privilege to serve as President of the world&#8217;s preeminent development institution.&#8221; &#8220;I am proud that the Bank Group has responded to unprecedented crises in developing countries with speed, scale, innovation, and impact.&#8221;</p>

The World Bank announced that Malpass will leave his position on June 30, the end of the World Bank&#8217;s fiscal year, after serving in the role for more than four years.<br />
A group of 187 nations, the World Bank, lends money to developing countries in an effort to alleviate poverty. In 2019, the former president of the United States, Donald Trump, appointed David Malpass as the head of the World Bank for a period of five years. The United States, as the largest shareholder, has traditionally appointed the president.<br />
During Malpass&#8217; tenure, the organisation responded to a number of crises, including a global pandemic and the Russian invasion of Ukraine. According to the World Bank, Malpass implemented record financial increases in response to both factors. In addition, he focused on policies designed to increase economic growth, reduce government debt, and combat poverty.<br />
His tenure, however, has been controversial.</p>
<p>Malpass&#8217; resignation comes months after calls grew for him to resign after he refused to acknowledge the scientific consensus that fossil fuels contributed to global warming.<br />
CNN reported in September that climate activists criticised Malpass for refusing to confirm during a climate panel whether he accepted the scientific consensus that the burning of fossil fuels was dangerously warming the planet.</p>

<p>Treasury Secretary Janet Yellen thanked Malpass for his service and stated, &#8220;While we all must continue to raise our collective ambitions in the fight against climate change, the World Bank has made significant recent advances in this area during President Malpass&#8217; tenure.&#8221;<br />
She added, &#8220;The world has benefited from his staunch support for Ukraine in the face of Russia&#8217;s illegal and unprovoked invasion, his vital work to aid the Afghan people, and his dedication to assisting low-income countries achieve debt sustainability through debt reduction.&#8221;<br />
The departure permits the Biden administration to appoint a new World Bank president.<br />
The United States traditionally selects the five-year president of the World Bank, while the European Union chooses the head of the International Monetary Fund.</p>

<h3>India questioned the World Bank&#8217;s decision on Thursday to appoint a Court of Arbitration and a neutral expert in two separate ways to help New Delhi and Islamabad work out their differences over the Kishenganga and Ratle hydroelectric projects in Jammu and Kashmir.</h3>
<p>Last week, India sent a notice to Pakistan asking for a review and change to the 62-year-old Indus Waters Treaty (IWT) for managing cross-border rivers. India did this because Islamabad has been &#8220;intransigent&#8221; about how it handles disagreements.</p>
<p>&#8220;I don&#8217;t think they (the World Bank) can tell us how to understand the treaty. It is a treaty between our two countries, and based on what we know about it, it allows for a graded approach &#8220;Arindam Bagchi, a spokesperson for the Ministry of External Affairs, said.<br />
India sent Pakistan a notice that it wanted to change the treaty. This was a big step that came a few months after the World Bank said it would appoint a neutral expert and a chair of the Court of Arbitration to settle the disagreements over the Kishenganga and Ratle hydroelectric projects.</p>
<p>The choice of the Court of Arbitration has been a big disappointment for New Delhi.</p>
<p>&#8220;On January 25, India&#8217;s Indus Water Commissioner sent a notice to his Pakistani counterpart about changing the Indus Waters Treaty of 1960,&#8221; Mr. Bagchi said at a press conference in response to a question about the matter.</p>
<p>&#8220;This notice was sent out to give Pakistan a chance to talk to its government about how to fix the fact that it is still breaking the treaty in a big way,&#8221; he said.</p>
<p>Mr. Bagchi said that India had asked Pakistan to set a date for the start of bilateral talks between the two countries within 90 days, as required by article 12(III) of the treaty.</p>
<p>&#8220;I haven&#8217;t heard anything back from Pakistan yet. I haven&#8217;t heard anything from or about the World Bank, &#8220;he said.</p>
<p>The World Bank&#8217;s job is to make sure things go smoothly. If India and Pakistan disagree about something related to cross-border rivers, it is the World Bank&#8217;s job to choose neutral experts or the chair of the court of arbitration.</p>
<p>&#8220;I don&#8217;t think they (the World Bank) can tell us how to understand the treaty. It is a treaty between our two countries, and based on what we know about it, it allows for a graded approach &#8220;Mr Bagchi said.</p>
<p>New Delhi thinks that starting the two processes to solve the dispute at the same time is a violation of the pact&#8217;s provision for a graded mechanism. It also wonders what will happen if the two processes come to different conclusions.</p>
<p>&#8220;About five or six years ago, the World Bank itself said that having two processes going on at the same time was a problem. Our understanding and assessment is that this is not in line with the treaty, so we have been talking about a step-by-step approach &#8220;Mr Bagchi said.</p>
<p>India&#8217;s position on the issue hasn&#8217;t changed, the spokesperson said.</p>
<p>He said, &#8220;I don&#8217;t know if the World Bank has changed its mind about it.&#8221;</p>

<p>Under the terms of the pact, any disagreements must be solved in three steps. Sources say that when it came to the Kishenganga and Ratle hydroelectric projects, the World Bank started two parallel dispute resolution processes at the request of Pakistan. India thought this was a violation of the IWT.</p>
