On Friday, the Secretary of Commerce for the United States of America, Gina Raimondo, stated that the United States was fully aware of China’s attempts to gain access to American technology for the purpose of using it in its military. “We need to safeguard ourselves, our allies, and our partners from that occurring,” she said.
The United States Secretary of Commerce provided the following response when asked about the United States’ efforts to decouple from China in the area of technology and what role India will play in the global semiconductor supply chain. He also addressed the broader United States efforts to decouple from China “We view India as a reliable technology partner, and we intend to continue expanding the scope of our relationship with India in the technological sphere. In point of fact, we just recently established the iCET (Initiative on Critical and Emerging Technologies) for critical and emerging technology with India, and we expect to collaborate with India in the private sector here in regard to those technologies in a closer capacity.”
Following this, Raimondo provided some clarification, “I want to make it abundantly clear that the United States does not seek to disengage from China, nor do we seek a technological separation from China. Both of these goals are categorically unacceptable to the United States. What we want to accomplish is to make sure that certain technologies, in which the United States is already ahead of China and where China’s explicit strategy is to have these technologies and employ them in the Chinese military infrastructure, remain in the United States’ possession.”

“These are the kinds of innovations that we have prohibited from being shipped to China by imposing export restrictions. Therefore, we delight in doing business with China… Therefore, we are not talking about separation here. However, what it comes down to is having your eyes fully open to the reality that China is making a concerted effort to gain access to American technology for the purpose of incorporating it into its military. To prevent something like that from occurring, it is imperative that we safeguard not only ourselves but also our friends and partners “Raimondo said.
