Ajit Doval, the national security adviser, attended a security conference on Afghanistan and the changing regional security landscape on Monday in Moscow.

On Wednesday, Mr. Ajit Doval started a two-day trip to Russia.

The sixth multilateral conference of security council secretaries on Afghanistan was attended, according to reports, by senior security officials from Iran, Kazakhstan, Kyrgyzstan, China, Tajikistan, Turkmenistan, and Uzbekistan in addition to the host nation and India. They said that a number of Afghan-related topics, including the country’s security status and its humanitarian concerns, were discussed.

In November 2021, NSA Doval served as the moderator of the third phase of this conversation, which was conducted in New Delhi. According to sources, Mr. Ajit Doval stated that India and Afghanistan have a particular history and relationship and that Afghanistan is going through a difficult time. He said that India’s first priority is the welfare and humanitarian needs of the Afghan people, and that New Delhi will never forsake the Afghan people in their hour of need.

An inclusive and representative government, according to Mr. Ajit Doval, is in the best interests of Afghan society as a whole.

He added that dealing with Daesh and terror groups like the LeT and the JeM demands more intelligence and security collaboration between various governments and their agencies. Terrorism has grown to be a significant danger in the area, he said.

The sources told the NSA that India reiterated the significance of UN Security Council resolution 2593, which demands that terrorist organisations, especially those named by the highest UN body, be refused refuge in the area.

They said that Mr. Doval further stated that no nation should be permitted to exploit Afghan land to export terrorism and radicalization.

Additionally, he stated that the Afghan people’s wellbeing should come first in the use of the country’s natural resources. India “is and will” continue to play a significant role in Afghanistan, according to the NSA. “We always supported joint efforts to assist Afghan people rebuild a wealthy and vibrant nation once more,” he added. “We always stood with people of Afghanistan.”

India has not yet recognised the Taliban administration in Afghanistan and has been pushing for the establishment of a Kabul government that is really representative of all Afghans. India has also insisted that no terrorist attacks against other nations may take place on Afghan territory.

In order to alleviate the growing humanitarian catastrophe in Afghanistan, India has been advocating for unrestricted humanitarian supplies. India re-established its diplomatic presence in Kabul in June of last year by stationing a “technical team” at its embassy there.

After the Taliban took over in August 2021, India withdrew its diplomats from the embassy because of worry for their safety. Weeks before the G-20 foreign ministers conference in New Delhi, Mr. Doval will be in Moscow.

On March 1 and 2, Sergey Lavrov, the foreign minister of Russia, is anticipated to fly to India for the conference.
