<p>Prior to the general elections in 2019, the union finance minister Nirmala Sitharaman unveiled a Budget 2023 with a major spending plan that benefited the middle class by reworking tax brackets and investing significantly in the infrastructure and agricultural sectors.</p>
<p><strong>Here is 10 points that you should know</strong></p>
<p>1.In the final complete budget before the general elections next year, the government set seven priority areas. The areas are &#8220;inclusive development, reaching the last mile, infrastructure and investment, unleashing the potential, green growth, young power, and financial sector,&#8221; according to Union Finance Minister Nirmala Sitharaman.</p>
<p>2.The country&#8217;s economy has increased from 10th to 5th largest in the world, and per capita income has more than doubled, according to Ms. Sitharaman, who referred to it as the &#8220;first Budget of Amrit Kaal&#8221; — the 25-year era concluding in the centennial of India&#8217;s independence.</p>

<p>3.According to the finance minister, capital investment spending will increase by 33% to Rs 10 lakh crore in the upcoming fiscal, or 3.3% of GDP in the 2023–2024 fiscal year.</p>
<p>4.The government has modified the income tax slabs in the new tax regime and said there will be no tax on income of up to Rs 7 lakh a year — up from Rs 5 lakh — in a major push for income tax relief ahead of an election year.</p>
<p>5.The minister declared an expenditure for the railroads of Rs 2.4 lakh crore, which is four times the budget from the previous year and the largest in almost a decade. She emphasised, &#8220;This is approximately nine times the outlay made in 2013-14,&#8221; when comparing it to the final year of the UPA run by the Congress.</p>

<p>6.The government plans to produce 5 MT of green hydrogen by 2030 with a goal of transitioning to green fuel, according to Ms. Sitharaman.</p>
<p>7.According to Ms. Sitharaman, the revised forecast for the current fiscal would maintain the fiscal deficit objective of 6.4%. It will be reduced to 5.9% for the upcoming fiscal year 2023-2024.</p>
<p>8.According to Ms. Sitharaman, the government will introduce a new dispute resolution programme under Vivad Se Vishwas-2 to make doing business easier and to resolve commercial problems. According to the minister, there would be a single point of contact for the reconciliation of IDs kept by various government agencies. All digital systems of the mentioned government institutions will use PAN as a common identity.</p>
<p><strong>Budget 2023</strong></p>
<p>9.Additionally, the government will launch new initiatives to support pharma research and innovation, establish a national digital library for kids and teenagers, and reform the way teachers are trained through a variety of programmes. The government will hire 38,800 instructors for the Ekalavya Model Residential Schools during the following three years.</p>
<p>10The Monthly Income Scheme and Senior Folks&#8217; Saving Scheme investment caps have been lifted, which is a significant development for senior citizens.</p>

<p>According to the 2022-23 Economic Survey, which was presented in Parliament on January 31, <strong>India&#8217;s GDP will grow at a baseline rate of 11% in nominal terms and 6.5% in real terms in 2023–24.</strong> The survey highlighted the fact that &#8220;agencies worldwide continue to project India has the fastest growing major economy&#8221; despite the three shocks of Covid-19, the Russia-Ukraine war, and synchronised policy rate hikes by central banks around the world that led to an appreciation of the US dollar and a widening of the current account deficit (CAD) in net importing economies. The survey estimated real growth in the range of 6-6.8% depending on downside and upside risks.</p>
<p>In spite of the fact that it was emphasised that &#8220;private capex soon needs to take up the leadership role to put job creation on fast track,&#8221; the poll recognised private consumption and (government-driven) capex as the main drivers of growth in 2022–2023.</p>
<p>In the study, four major positives for India&#8217;s growth forecast were noted. Inflationary impulses from China&#8217;s opening up turned out to be neither significant nor persistent, recessionary conditions in major advanced economies prompted a cessation of monetary tightening, and <strong>capital flows returned to India amid stable domestic inflation below 6%</strong>. These factors all contribute to the limited health and economic effects of the Covid-19 infection epidemic on the rest of the world. The Economic Survey observed that these three variables will result in the fourth positive outcome, a rise in animal spirits that will further stimulate private sector investment.</p>
<p>While the widening of the CAD, plateauing export growth, and increases in RBI interest rates posed downside risks to India&#8217;s growth outlook in 2022–2023, the survey also noted that &#8220;the growth estimate for 2022–2023 is higher than for almost all major economies and even slightly above the average growth of the Indian economy in the decade leading up to the pandemic.&#8221; The survey stated that India&#8217;s performance in terms of growth, &#8220;and that too without the benefit of a base effect,&#8221; was &#8220;a reflection of India&#8217;s underlying economic resilience, of its ability to recoup, renew, and reenergise the growth drivers of the economy,&#8221; with &#8220;the domestic stimulus to growth seamlessly replacing the external stimuli.&#8221;</p>
<p>The poll found that, unlike in the past, when global economic shocks were severe but spaced out over time, this feat was attained in a particularly challenging global economic climate that has experienced three global economic shocks since 2020.</p>
<p>The survey praised the post-pandemic focus on capital expenditures in central government spending and emphasised that it &#8220;was not an isolated initiative meant only to address the infrastructure gaps in the country&#8221; but rather &#8220;part of a strategic package aimed at crowding-in private investment into an economic landscape broadened by the vacation of non-strategic public sector enterprises (disinvestment) and idling public sector assets.&#8221;</p>
<p><strong>The survey stated that higher buoyancy in both direct taxes and the Goods and Services Tax (GST)</strong>, along with limited growth in revenue expenditure, &#8220;should ensure the full expending of the capital budget within the budgeted fiscal deficit,&#8221; as a hint that the government will stick to its fiscal deficit target for 2022–23 and continue on the fiscal consolidation path in the Union Budget.</p>

<p>The Periodic Labour Force Survey (PLFS), which was conducted in response to worries about a K-shaped recovery in the Indian economy, showed a decline in unemployment rates and an increase in the labour force participation rate, supporting the Economic Survey&#8217;s claim that India&#8217;s growth performance has been inclusive. According to the report, programmes like the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and the Emergency Credit Line Guarantee Scheme (ECLGS) contributed to aiding the underprivileged and smaller businesses.</p>

										<content:encoded><![CDATA[<p>Beginning on Tuesday, the Parliament&#8217;s Budget session is anticipated to be turbulent as the Opposition seeks to bring up a number of concerns, including those pertaining to the stocks of the Adani Group and the contentious BBC documentary on the violence in Gujarat in 2002. The session will begin on Tuesday, the day before the presentation of the Union Budget, with a joint address by President Droupadi Murmu to the two Houses of Parliament, followed by the table of the economic survey for 2023 by Union Finance Minister Nirmala Sitharaman.</p>
<p><strong>10 points on Budget session and Economic survey </strong></p>
<p>1. The government&#8217;s top priorities during the session will be to win support for the motion of thanks to the president&#8217;s address and the finance bill, while the opposition plans to pressure the government on issues like the Adani-Hindenburg controversy, a national census of economic activity based on caste, and the bill establishing women&#8217;s reservations.</p>
<p>2. Following the President&#8217;s address at 11 a.m. on Tuesday, the economic survey will be presented.</p>
<p>3. On February 1, Sitharaman will deliver the final full-fledged Union Budget of the Narendra Modi administration prior to the 2024 Lok Sabha elections.</p>
<p>4. During the session, the government intends to introduce about 36 bills, four of which are connected to the budgetary process.</p>
<p>5. There will be 27 sittings in total, and the session will last until April 6 before a month-long break to review the budget documents. On February 14, the session&#8217;s first segment will come to an end. On March 12, Parliament will meet once more to discuss the second half of the budget.</p>
