“The prisons and correctional services division of the home department (cells) in Bihar is worried about making prisons safer. Communication gadgets that can’t be used in jails have been a problem for a long time. “We have approved a plan to put frisking booths in all prisons to make sure that mobile phones and other banned items can’t be brought inside,” S. Siddhartha, assistant chief secretary (home department), told PTI on Wednesday.

“In addition to this, a plan to put T-HCBS in 15 prisons has been accepted, and the work has already begun. This will stop people from communicating without permission from inside the jail, and any attempt to do so will be caught,” he said.

He said that the process of installing T-HCBS in 15 jails will be finished soon. He also said that the department has started looking for firms that are qualified to work on the project. “Once the project is given to a qualified firm or firms, it has to be done by a certain date,” he said.

According to a note from the department, “As directed by the Union Ministry of Home Affairs (MHA), the Department of Telecommunications (DoT) surveyed the coverage, capacity, and quality of signal in prison complexes and the areas around them.” Different telecom service providers (TSPs) looked at the work done on the survey and the optimization.

“Based on the evaluations of all TSPs, the work of adjusting and optimizing antennas is done. After optimizing the area around the prisons, DoT found that there are still signs and ways to talk to people without permission inside the prisons.”

“The department decided to install T-HCBS in 15 jails to stop unauthorized communication in prisons and to follow DoT’s advice,” the note, a copy of which is in the hands of PTI, says.

You may remember that in December of last year, prison officials found at least 35 cell phones that prisoners had hidden in pits 5 to 6 feet deep inside the Ara (Bhojpur district) jail.
