										<content:encoded><![CDATA[<p>Environment minister of Delhi Gopal Rai stated that the government will study the Supreme Court order before implementing the odd-even rule. The Apex Court criticized the government for the pollution situation in the National Capital on Tuesday and questioned the efficacy of the odd-even scheme to ration the number of cars on the road. A day after the Delhi government declared that the odd-even scheme would be reinstated from November 13 to November 20, the highest court remarked, &#8220;It&#8217;s all optics.&#8221;</p>
<p>The transportation department convened on Tuesday to deliberate on the specifics of the odd-even program. &#8220;However, in the interim, we encountered some observations that the Supreme Court had made. Consequently, rather than reiterating the odd-even principles, we shall now review the Supreme Court&#8217;s order and observations. &#8220;Once they have been analyzed, they will be integrated into the plan,&#8221; Gopal Rai stated.</p>

The air quality index (AQI) in the nation&#8217;s capital reached 454 on Sunday, prompting the federal authorities to take any and all steps that are at their disposal in order to prevent the degree of air pollution from reaching any previously unreachable heights.</p>

<p>The average AQI was reported at 470 this morning, which is approximately 20 times higher than the level that is advised by the World Health Organization (WHO). The data that was collected in real time indicates that this was the case. According to data provided by aqi.in, the current air quality index has reached the 480-point threshold.</p>

<p>In the months leading up to the rabi crop season in Punjab, Haryana, and Uttar Pradesh, there was an increase in the amount of paddy straw that was burned, which is said to be one of the causes of the terrible air quality in Delhi. On the other hand, according to the environment minister in Delhi, Gopal Rai, the burning of stubble is only a problem in the neighbouring states of Haryana and Uttar Pradesh and not in the state of Punjab at all.</p>

<li>A high-level meeting has been called today by Delhi CM Arvind Kejriwal to take stock of the deteriorating AQI and the implementation of stage 4 under the Graded Response Action Plan (GRAP).</li>
<li>The New Delhi-based Indian Agricultural Research Institute (IARI) said a total of 4,160 farm fires have been recorded till Sunday, which is the highest so far for this season. Punjab alone has reported 3,230 incidents of stubble burning, which is the state&#8217;s highest in a day for this season.</li>
<li>Rai contended that Punjab, an AAP-ruled state, has recorded less stubble burning if compared with last year. He said the farm fires in the state do not have as much impact on the AQI as smoke from Haryana and UP does.</li>
<li>Ahead of the next cricket World Cup match, Bangladesh and Sri Lankan cricketers find it difficult to get some practise sessions done on Delhi grounds. Asthmatic Bangladesh cricketers remained indoors, while Sri Lankan players wore masks.</li>
<li>Among the types of health hazards, people in Delhi are prone to coronary artery diseases like heart attack, brain stroke, and arthritis, as Dr. Piyush Ranjan, an additional professor in the department of medicine at AIIMS, drew a relation between those serious health conditions and air pollution.</li>

<p>The National Capital issued an air emergency declaration on Thursday due to its air quality index declining to &#8220;severe&#8221; levels days before Diwali. Arvind Kejriwal, the chief minister of Delhi, has declared that all government and primary institutions in the city will remain closed on Friday and Saturday due to the escalating pollution levels. Non-essential construction activities and the operation of BS-3 petrol and BS-4 diesel vehicles were prohibited in Delhi Gurugram, Faridabad, Ghaziabad, and Gautam Budh Nagar by the Delhi government. The overall AQI in Delhi was classified as &#8220;severe&#8221; on Friday morning, with the Lodhi Road area measuring 438, Jahangirpuri area 491 at 491 degrees, RK Puram area 486, and the vicinity of IGI Airport (T3) 473.</p>
<p>Severe to hazardous AQI in Delhi-National Capital Region: Here are the top ten points</p>
<p>An AQI ranging from 0 to 50 is deemed excellent, from 51 to 100 is deemed satisfactory, from 101 to 200 is considered moderate, from 201 to 300 is deemed poor, from 301 to 400 is deemed extremely poor, and from 401 to 500 is deemed severe; exceeding 500 is hazardous.</p>
<p>2. Although the air quality in Delhi has already reached a severe level, scientists have issued warnings of additional degradation. The AQI dropped to 422 at 10 p.m. on Thursday, the lowest level of the season. Wednesday had an average AQI of 364, Tuesday had 359, Monday had 347, Sunday had 325, Saturday had 304, and Friday had 261.</p>
<p>3. At multiple locations on Thursday, the PM2.5 concentration exceeded the safe limit of 60 micrograms per cubic metre by a factor of seven to eight.</p>
<p>4. According to a model-based study by the Indian Institute of Tropical Meteorology in Pune, smoke from residue burning was responsible for 25% of the PM2.5 pollution in Delhi on Thursday. It could increase by 35% today.</p>
<p>5. With no precipitation in October 2023, Delhi experienced its worst air quality since 2020 in October 2023. In October 2023, a meagre 5.4mm of precipitation was documented, which stands in stark contrast to the 129mm and 123mm recorded in October 2022 and 2021, respectively.</p>
<p>6. From November 1 to November 15, when residue burning by farmers in Punjab and Haryana increases, Delhi experiences its highest levels of air pollution. According to a report by the Commission for Air Quality Management, instances of vegetation burning in Haryana and Punjab have decreased since September 15 of this year. However, there has been a notable increase in recent days.</p>
<p>7. In Gurugram, Section 144 has been invoked due to the deteriorating air quality index. As of Friday, both Noida and Greater Noida are subject to GRAP III restrictions.</p>
<p>8. The Delhi Metro will operate twenty additional trains in an effort to persuade more individuals to forego automobiles in favor of metro travel.</p>
<p>9. Other things that are not allowed in Delhi under GRAP III are tearing down buildings, loading and unloading construction materials on or off of project sites, moving vehicles on unpaved roads, operating a batching plant, laying sewer lines, waterlines, drainage systems, and electric cables in an open trench system, and cutting and putting down tiles, stones, and other flooring materials.</p>

<p>Around noon, the AQI in the city was recorded at 301, which is higher than the 261 number from Friday.</p>
<p>With scores of 316 and 201, the AQI was good in the Delhi University area and poor in Pusa. In the area around IIT Delhi, the AQI was 276. On Saturday, Airport (T3) had an AQI of 293 and was in the &#8220;poor&#8221; category. Mathura Road in Delhi had an AQI of 165 and was in the &#8220;moderate&#8221; category.</p>
<p>At 4 p.m., the AQI in Noida was 286. This means that the air quality was &#8220;poor.&#8221; Gurugram, on the other hand, had an AQI of 252. The CBCB says that other towns, like Ghaziabad and Faridabad, also had an AQI of 291 and 272, respectively.</p>
<p>An Air Quality Index (AQI) between 0 and 50 is considered &#8220;good,&#8221; 51 to 100 is &#8220;satisfactory,&#8221; 101 to 200 is &#8220;moderate,&#8221; 201 to 300 is &#8220;poor,&#8221; 301 to 400 is &#8220;very poor,&#8221; and 401 to 500 is &#8220;severe.&#8221;</p>

As a result, the Commission for Air Quality Management (CAQM) has activated Stage 2 of the Graded Response Action Plan. The entire National Capital Region will be equipped with these anti-pollution measures. In accordance with this, the air quality commission has requested that the NCR region&#8217;s authorities raise parking fees in an effort to deter private transportation and improve the service quality of CNG or electric buses and metro trains.</p>

<p>The steps for Stage 1 have already been put into place. Because of this, any private construction work or demolition projects that are larger than 500 square meters will need to be put on hold.</p>
<p>&#8220;All actions as envisaged under Stage-II be implemented in right earnest by all the agencies concerned in NCR with immediate effect, in addition to all Stage-I actions of GRAP already in force,&#8221; according to the order issued by the panel.</p>
<p>The GRAP classifies acts into the following four stages: Stage I – &#8216;Poor&#8217; (AQI 201-300); Stage II – &#8216;Very Poor&#8217; (AQI 301-400); Stage III – &#8216;Severe&#8217; (AQI 401-450); and Stage IV – &#8216;Severe Plus&#8217; (AQI &gt;450).</p>
<p>As part of Stage 1, it is requested that authorities implement a prohibition on the use of coal and firewood in &#8216;tandoors&#8217; found in hotels, restaurants, and other types of eating establishments. In addition to this, it requires taking action against polluting industrial units and thermal power plants that are located within 300 kilometers of Delhi.</p>

										<content:encoded><![CDATA[<p>A strong spell of showers across the city and the National Capital Region (NCR) flooded streets and caused traffic chaos, particularly in Gurugram, on Saturday, nearly four-and-a-half months before the end of the year.</p>
<p>The Safdarjung station, which is representative of the city&#8217;s weather, has received 775.8mm rain so far this year, exceeding the annual average of 774.4mm, with 12 days remaining in August — the city&#8217;s wettest month — and more than a third of the year remaining, according to data from the India Meteorological Department (IMD).</p>

<p>This threshold was surpassed even earlier in 2021, when the city received 780.1mm of precipitation by August 1 and 1,526.8mm for the entire year. Last year, Delhi received 811,4 mm of precipitation.</p>
<p>Certainly, the city receives the majority of its precipitation during the monsoon months of June, July, and August. The final four months of the year receive a total of 152.6 millimetres of precipitation.</p>
<p>Still, Saturday morning&#8217;s rainfall caught commuters off guard and inundated several areas of the Capital, with reports of waterlogging in Najafgarh, Punjabi Bagh, and surrounding neighbourhoods.</p>
<p>Shivam Chouhan, a resident of Patparganj, stated, &#8220;I almost missed my morning departure due to the rain-slowed traffic. This was exacerbated by people seeking refuge under flyovers at multiple locations, blocking other vehicles.&#8221;</p>
<p>Traffic police officers reported that they dispatched real-time alerts to inform commuters of the flooding in a number of areas and also stationed additional personnel to maintain traffic flow.</p>
<p>&#8220;We deployed additional personnel around the Outer Ring Road and at the Delhi-Gurugram border, but weekend traffic was unaffected. &#8220;In the majority of flooded areas, flooding subsided rapidly,&#8221; said a traffic police officer.</p>
<p>After Yamuna&#8217;s waters reached record levels in July, forcing the administration to evacuate people living on the river&#8217;s floodplains en masse and disrupting city life for days, authorities in Delhi have been on high alert for weeks.</p>
<p>Even as officials blamed the river&#8217;s swollen waters — which crested at 208.66m on July 13, above the danger threshold of 207.33m — for the flooding, experts said that the city&#8217;s antiquated sewerage network and the absence of a proper drainage master plan had only exacerbated the Capital&#8217;s plight.</p>
<p>Once again, however, Gurugram bore the bulk of the rain, with large portions of Millennium City flooding on Saturday, stranding commuters for several hours in bumper-to-bumper traffic jams.</p>
<p>Saturday at 5:30 p.m., the weather service reported that Gurugram received 62 millimetres of precipitation over the previous 24 hours.</p>
<p>The heavily travelled NH-48 was struck the hardest, but few neighbourhoods were spared in a problem that has plagued the city for years.</p>
<p>Residents and experts have blamed Gurugram&#8217;s inadequate drainage system, unplanned development, and ever-growing traffic for the persistent rain chaos.</p>
<p>Officials said they received complaints of flooding from the Narsinghpur stretch of the Delhi-Gurgaon Motorway, areas near Iffco Chowk Metro station, as well as neighbourhoods in and around Hero Honda Chowk, Rajiv Chowk, Vatika Chowk, Iffco Chowk, Kherki Daula, Golf Course Extension Road, Southern Peripheral Road, Udyog Vihar, Sohna Road, Basai, Khandsa Road and Pataudi Road.</p>
<p>This year, with the exception of February, every month except February has seen above-average rainfall in Delhi, and the actual rainfall has been above average in each of these months.</p>
<p>In January, the city recorded 20,4 mm of precipitation, compared to the average of 19,1 mm. In March, Delhi received 53.2 mm of precipitation, compared to the average of 17.4 mm. This quantity decreased to 20.1mm in April (when the average is 16.3mm), increased to 111mm in May (30.7mm), 101.7mm in June (74.1mm), and 384.6mm in July (209.7mm).</p>
<p>This month, the Capital has received 84.8mm of precipitation.</p>
<p>IMD forecasted a few days of moderate rain for the city.</p>
<p>&#8220;Until Tuesday, generally cloudy skies with light rain or precipitation and the possibility of thunderstorms are expected. The agency&#8217;s Saturday forecast predicts that the days will remain warm.</p>

<p>The maximum temperature was four degrees Celsius (°C) above normal, while the minimum temperature was two degrees Celsius (°C) above normal.</p>

<p>The tremors were also felt in Jammu and Kashmir&#8217;s Rajouri, Srinagar, and Gulmarg, as well as in the Katra region, the base camp of the Mata Vaishno Devi shrine, and in several Pakistani cities, such as Lahore, Islamabad, Rawalpindi, and Peshawar.</p>

<p>Residents purportedly fled their homes in a panic after the earthquake.</p>
<p>The epicentre of the earthquake was located in the Hindukush region of Afghanistan at 36.38 degrees north latitude and 70.77 degrees east longitude, according to the National Centre for Seismology.</p>
<p>Nonetheless, no reported damage or casualties have been reported as of yet.</p>

<p>Preeti Shankar, who resides in a high-rise apartment in Noida on the eastern outskirts of the national capital, told the news agency PTI that the earthquake struck twice around 9:30 p.m.</p>
<p>The Hindu Kush mountain range, which rests near the intersection of the Eurasian and Indian tectonic plates, experiences frequent earthquakes.</p>
<p>On Saturday, Jammu and Kashmir experienced a total of three earthquakes.</p>
<p>Pakistan and the Hindu Kush region experienced earthquakes at 8.36 and 10.24 am, respectively, which shook the region earlier.</p>
<p>NCS reported that a magnitude-5.2 earthquake struck Gulmarg in Jammu and Kashmir at 8:36 a.m. today, with a depth of approximately 129 kilometres.</p>
<p>According to NCS, its epicentre was located at 35.46 degrees latitude and 73.32 degrees longitude. The NCS tweeted, &#8220;Earthquake of Magnitude: 5.2, Occurred on August 5, 2023 at 8:36:01 IST, Latitude: 35.46 &amp; Longitude: 73.32, Depth: 129 Km, Location: 184 km NNW of Gulmarg, Jammu and Kashmir.&#8221;</p>

<p>No reports of casualties or property damage were made in the morning.</p>
