										<content:encoded><![CDATA[<p><strong>Delhi pollution severe:</strong> Air quality worsens in Delhi, Noida, Gurugram, Ghaziabad, and Faridabad, while stubble burning increases in Haryana and Punjab.</p>
<p>The National Capital issued an air emergency declaration on Thursday due to its air quality index declining to &#8220;severe&#8221; levels days before Diwali. Arvind Kejriwal, the chief minister of Delhi, has declared that all government and primary institutions in the city will remain closed on Friday and Saturday due to the escalating pollution levels. Non-essential construction activities and the operation of BS-3 petrol and BS-4 diesel vehicles were prohibited in Delhi Gurugram, Faridabad, Ghaziabad, and Gautam Budh Nagar by the Delhi government. The overall AQI in Delhi was classified as &#8220;severe&#8221; on Friday morning, with the Lodhi Road area measuring 438, Jahangirpuri area 491 at 491 degrees, RK Puram area 486, and the vicinity of IGI Airport (T3) 473.</p>
<p>Severe to hazardous AQI in Delhi-National Capital Region: Here are the top ten points</p>
<p>An AQI ranging from 0 to 50 is deemed excellent, from 51 to 100 is deemed satisfactory, from 101 to 200 is considered moderate, from 201 to 300 is deemed poor, from 301 to 400 is deemed extremely poor, and from 401 to 500 is deemed severe; exceeding 500 is hazardous.</p>
<p>2. Although the air quality in Delhi has already reached a severe level, scientists have issued warnings of additional degradation. The AQI dropped to 422 at 10 p.m. on Thursday, the lowest level of the season. Wednesday had an average AQI of 364, Tuesday had 359, Monday had 347, Sunday had 325, Saturday had 304, and Friday had 261.</p>
<p>3. At multiple locations on Thursday, the PM2.5 concentration exceeded the safe limit of 60 micrograms per cubic metre by a factor of seven to eight.</p>
<p>4. According to a model-based study by the Indian Institute of Tropical Meteorology in Pune, smoke from residue burning was responsible for 25% of the PM2.5 pollution in Delhi on Thursday. It could increase by 35% today.</p>
<p>5. With no precipitation in October 2023, Delhi experienced its worst air quality since 2020 in October 2023. In October 2023, a meagre 5.4mm of precipitation was documented, which stands in stark contrast to the 129mm and 123mm recorded in October 2022 and 2021, respectively.</p>
<p>6. From November 1 to November 15, when residue burning by farmers in Punjab and Haryana increases, Delhi experiences its highest levels of air pollution. According to a report by the Commission for Air Quality Management, instances of vegetation burning in Haryana and Punjab have decreased since September 15 of this year. <p>7. In Gurugram, Section 144 has been invoked due to the deteriorating air quality index. As of Friday, both Noida and Greater Noida are subject to GRAP III restrictions.</p>
<p>8. The Delhi Metro will operate twenty additional trains in an effort to persuade more individuals to forego automobiles in favor of metro travel.</p>
<p>9. Other things that are not allowed in Delhi under GRAP III are tearing down buildings, loading and unloading construction materials on or off of project sites, moving vehicles on unpaved roads, operating a batching plant, laying sewer lines, waterlines, drainage systems, and electric cables in an open trench system, and cutting and putting down tiles, stones, and other flooring materials.</p>

<p>&#8220;There is no demand for a caste-based census in Haryana because the BJP-led government is already dedicated to assisting impoverished and needy individuals, which is more important than conducting a caste census,&#8221; the chief minister responded in response to a question regarding whether a caste census would be conducted in the state.</p>
<p>A day after the departed Congress government in Rajasthan announced it would conduct a caste census in Rajasthan similar to that of Bihar, he provided his response.</p>

<p>Khattar levied allegations against the Congress party, alleging its support for the &#8220;3Cs&#8221;—corruption, criminality, and caste-based politics. &#8220;However, caste-based politics were never on the agenda of the Bharatiya Janata Party (BJP), which was already undertaking the caste census in several states in order to provide benefits to the poor and disadvantaged.&#8221; &#8220;We are working on the agenda for the Haryana Ek-Haryanvi Ek in Haryana,&#8221; he continued.</p>
<p>Khattar, who attended a party worker program in Karnal, stated that the Congress has failed to appoint its district-level office-bearers, whereas the BJP has a strong foundation of &#8220;panna pramukhs&#8221; in the state and has strengthened its position at the booth level in Haryana.</p>
<p>&#8220;A substantial number of panna-pramukhs have been assigned to each of the state&#8217;s 90 assembly segments at the booth level, and the party&#8217;s organization is diligently operating on the ground to secure a resounding majority for the party in the upcoming elections,&#8221; he explained.</p>
<p>&#8220;However, in an effort to strike a balance, the Congress was forced to appoint four working presidents after failing to appoint district presidents and the HPCC president&#8217;s appointment was also marred by controversies,&#8221; he continued.</p>
<p>In response to a query regarding the SYL Canal matter, the chief minister reaffirmed that the verdict of the Supreme Court is unequivocal and that the Punjab and the Centre must now carry out the directives. However, the water distribution objection of the Punjab government is an entirely distinct matter that will be adjudicated by the Water Disputes Tribunal.</p>
<p><strong>Khattar reduces timber market fee by 1% for plywood industries</strong></p>
<p>The Ambala Chief minister of Haryana Manohar Lal Khattar on Sunday sanctioned the long-awaited request of plywood factory operators by decreasing the market charge on lumber purchases from the present 2% to 1%.</p>
<p>According to officials, this decision is anticipated to generate an annual profit of more than 8 crore for the operators of plywood factories, who have repeatedly emphasized the financial strain caused predominantly by losses sustained during the pandemic.</p>

On the basis of this information, suitable facilities will be provided to these families. <p>The chief minister emphasized the advancements made in delivering critical services to the public by stating that the quantity of cardholders living below the poverty line (BPL) in the Yamunanagar district has grown from 55,693 in December 2022 to 71,388 presently, with the issuance of an estimated 16,000 additional cards within the past seven months.</p>
<p>With this change, he stated that all BPL cardholders would be entitled to 2 liters of mustard oil each month, as opposed to the previous ₹12,000 monthly electricity bill penalty for BPL families.</p>

<p>Meanwhile, the Yamunanagar Police prevented several residents, including four Aam Aadmi Party leaders, from entering the venue.</p>

<p>During a Wednesday briefing at the US State Department, spokesperson Matthew Miller urged parties to refrain from violence. He stated, however, that there is no information regarding any Americans affected by the unrest.</p>
<p>Regarding the conflicts, we would, as usual, urge parties to maintain calm and refrain from engaging in violent conduct. Regarding whether we have received communications from any Americans, I am unaware. Miller stated, &#8220;I&#8217;m happy to follow up with the Embassy.&#8221;</p>
<p>Due to critical and tense conditions, the Haryana state government has announced that mobile internet services will remain suspended in Nuh, Faridabad, Palwal, and three subdivisions of Gurugram until August 5. The decision seeks to prevent the spread of false information and rumours via social media.</p>

<p>In Nuh, Vishwa Hindu Parishad and Bajrang Dal organised a religious procession that triggered rioting in Haryana. The march was met with gunfire and heavy stone-throwing, forcing a gathering of about 2,500 people to seek refuge in a temple.</p>

The conflagration severely damaged both mosques. As soon as the police learned about the incidents, they reportedly dispatched fire crews to the two mosques and extinguished the fires.</p>
<p>Unknown assailants reportedly set fire to a bangle shop in the Minar Gate market of the Palwal district. Both Nuh and Palwal districts are under prohibitory orders after communal violence erupted in Nuh on Monday when a mob attempted to halt a Vishva Hindu Parishad religious procession.</p>

The situation in the Nuh, Faridabad, and Palwal districts of Haryana, as well as three sub-divisions of Gurugram, remains critical and fraught, and the state government announced on Wednesday that mobile internet services will remain suspended in these areas until August 5.</p>
<p>The Haryana Home Secretary&#8217;s order stated that the situation in these districts remains critical and fraught. &#8220;Whereas it has been brought to my attention by the Deputy Commissioners of Nuh, Faridabad, Palwal, and Gurugram that the law and order situation in their respective districts has been reviewed and that conditions remain critical and tense,&#8221; the order stated.</p>
<p>The violence began in Nuh on Monday afternoon when two groups clashed after a religious procession passing through the district was attacked, leaving two home guardians dead and dozens of people, including approximately 20 police officers, injured.</p>
<p><strong>Chief Minister Khattar Warns Of Strict Punishment For Accused</strong></p>
<p>Manohar Lal Khattar, chief minister of Haryana, stated on Wednesday that no one implicated in the Nuh violence will be spared and that victims and their families will receive justice.</p>
<p>&#8220;Anyone found guilty of involvement in the Nuh violence will face stringent and decisive punishment.&#8221; Nobody will be exempted. There will be justice for the victims and their families,&#8221; he said, adding that no action will be taken against the blameless. Anil Vij, the state&#8217;s interior minister, stated that social media played a significant role in fueling the violence in Nuh.</p>

<p>The state minister asserted that social media played a crucial role in the violence and added that those who have posted anything provocative will face legal action. &#8220;I implore individuals not to post anything (on social media). Do not indiscriminately forward (messages). You must understand that we are monitoring all activities. We must first assure peace and stability in our state, said Vij.</p>
<p>On July 31, violent clashes broke out in Nuh in an attempt to halt a Vishva Hindu Parishad (VHP) procession. These clashes then spread to Gurugram and other areas, leaving six dead, including two home guard officials and a cleric.</p>

<h2>Top updates on Nuh violence:</h2>

<li>The Vishva Hindu Parishad, along with Bajrang Dal, carried out protests in different parts of the country against the violence in Nuh. &#8220;The VHP and the Bajrang Dal had called for demonstrations in every district of the country today against the violent attacks&#8230; on peaceful pilgrims in Haryana&#8217;s Nuh&#8230; These demonstrations were held successfully with the participation of lakhs of people at hundreds of places across the country,&#8221; the right-wing group said in a statement.</li>
<li>In view of preventing any disturbance to peace and public order, the Haryana government decided to keep the mobile internet and SMS services in parts of the state, including Nuh, suspended till August 5.</li>
<li>The Haryana government also decided to immediately move the battalion headquarters of the 2nd India Reserve Battalion (IRB) from police complex in Bhondsi to Nuh to meet ‘imminent operational exigencies’.</li>
<li>Haryana&#8217;s deputy chief minister Dushyant Singh Chautala said in a press conference reiterated chief minister Manohar Lal Khattar&#8217;s address where he said over 40 FIRs linked with the Nuh violence case have been registered so far, as well as 100 people have been taken into police custody and over 90 have been detained.</li>
<li>According to senior police official, 41 FIRs have been lodged so far and 116 people have been arrested on the basis of investigation.</li>
<li>Dy CM Chautala earlier said organisers of the VHP yatra, taken out on July 31 in Nuh, did not provide complete information to the district administration. &#8220;The yatra organisers did not give complete information about the procession to the district administration, which resulted in the violence. Strict action will follow against those responsible for the incident,&#8221; he said.</li>
<li>During a press conference, CM Manohar Lal Khattar said the Rajastan Police is free to act against Bajarang Dal member and cow vigilante Monu Manesar, who is allegedly involved in triggering the Nuh violence, as the last case against him was lodged by Rajasthan Police.</li>
<li>CM Khattar sought four additional companies of central forces following communal clashes in the state. He said 14 out of 20 central force companies are deployed in Nuh, three in Palwal and two in Gurugram and one in Faridabad.</li>
<li>Fearing spillover effects of the communal violence, mobile internet services in four tehsils of Rajasthan&#8217;s Bharatpur district will remain suspended for one more day. The district shares border with Haryana&#8217;s Nuh.</li>

<h2>Ban on sale of loose petrol, diesel</h2>
<p>The district magistrate of Gurugram, Nishant Yadav, has issued an order prohibiting the sale of petrol and diesel in bulk, effective immediately.</p>
<p>Yadav stated that communal tensions in the Haryana district of Nuh and Gurugram&#8217;s bordering areas presented a threat to law and order in the region. He stated that immediate preventative measures were necessary to preserve public order, peace, and harmony in the district.</p>
<p>&#8220;[In] exercise of the powers conferred upon me under Section 144 of the Code of Criminal Procedure, 1973 (2 of 1974), and in the interest of public safety and security, hereby order that all fuel stations operating in the Gurugram district are strictly prohibited from selling loose petrol/diesel to any person (except for emergency purposes) with immediate effect,&#8221; read the order.</p>
<h2>Schools, colleges closed in Sohna tomorrow</h2>
<p>In a separate order, the official stated that all educational institutions in the Sohna subdivision of Gurugram will remain closed on August 2 due to communal disturbance in the region. In other areas of Gurugram, educational institutions will function normally.</p>
<p>Five people have been slain so far in the violence that broke out on Monday following an attack on a VHP procession in the neighbouring district of Nuh.</p>
<h2><strong>Social media advisory</strong></h2>
<p>The administration urged the public not to post content on social media that &#8220;may offend the religious sensibilities of any individual or threaten religious harmony.&#8221;</p>
<p>&#8220;It is requested that you refrain from using any indecent language and refrain from sharing any videos, photos, or posts with the intent to hurt individuals based on their religion, caste, or any other personal characteristics,&#8221; Gurugram DM&#8217;s advisory stated.</p>
<p>&#8220;As per the applicable regulations, the dissemination of such objectionable content may result in legal action. On social media platforms, the dissemination of false rumours is strongly discouraged. If anyone promotes rumours or makes inappropriate remarks about a person&#8217;s religion or caste, the police will take stern action,&#8221; the statement continued.</p>

<h2><strong>VHP demands NIA probe</strong></h2>
<p>Tuesday, the Vishva Hindu Parishad compared the communal violence in Haryana to a &#8220;terrorist attack&#8221; and demanded that the National Investigation Agency investigate the incident. Surendra Jain, joint general secretary of the VHP, claimed at a press conference that the assaults against Hindu devotees during a religious procession on Monday were &#8220;pre-planned&#8221; and &#8220;incited&#8221; by certain Congress leaders of Haryana. In addition, he alleged that the state police lacked intelligence and that rioters used sophisticated weapons and other conventional weaponry to attack Hindu devotees during the procession.</p>

<p>Monday evening, during a religious procession by the Bajrang Dal and Vishwa Hindu Parishad in the Nuh district of Haryana, two home guards were slain and over 200 people were injured as a result of clashes between two groups. During the conflict, dozens of vehicles were incinerated and stones were thrown.</p>
<p>According to police reports citing eyewitness testimonies, the majority of those involved in the violence were between the ages of 18 and 24. As soon as they learned about the violence, forces from neighbouring police stations were mobilised and dispatched to control the situation, according to the police.</p>

<p>Today, the first dense fog of the season is being seen in Delhi. In many areas in the morning, fog is visible all around in the roads and parks. Due to the fog, about 150-200 meters visibility is still left in Delhi. However, it increases as the day passes. According to the Meteorological Department, today the minimum temperature of Delhi is 6 degree Celsius. Due to dense fog, the visibility at Palam airport was reduced to 50 meters around 6 am.
