The government introduced the three bills In the Lok sabha on monday, National Dental Commission Bill of 2023, the National Nursing and Midwifery Commission Bill of 2023, and the Constitution (Scheduled Castes) Order (Amendment) Bill of 2023.

Three bills introduced in Lok Sabha

The National Dental Commission Bill, 2023 proposes to repeal the Dentists Act, 1948 and establish a National Dental Commission (NMC) to regulate dental education and the profession throughout the nation. It also endeavours to make dental education affordable and to raise its standards, as well as to increase access to quality oral healthcare. It also seeks to standardise the process by which dental graduates join state dental registries, obtain licences to practise dentistry, and apply for graduate programmes via a National Exit Test (Dental).

The proposed NMC will supersede the current Dental Council of India, which regulates dental education and the dental profession in India. The panel will consist of a chairperson, seven ex-officio members, and 22 members appointed by the central government who will serve on a part-time basis.

The National Nursing and Midwifery Commission Bill of 2023 proposes to establish the National Nursing and Midwifery Commission (NNMC) and repeal the Indian Nursing Council Act of 1947. The measure provides for the regulation and maintenance of standards for nursing and midwifery education and services, the evaluation of institutions, and the maintenance of national and state registers.

It also stipulates a common entrance examination, mandatory registration, and a temporary licence for qualified foreign nurses and midwives to practise in India.

In addition to these two measures, the government introduced the Constitution (Scheduled Castes) Order (Amendment) Bill, 2023 in the Lok Sabha. The bill, introduced by Union minister Virendra Kumar, proposes to add the Mahra and Mahara communities to Chhattisgarh’s Scheduled Castes list. The state is scheduled to hold assembly elections later this year.

The bills were introduced despite the Opposition’s persistent sloganeering and placard-holding, demanding a statement from the Prime Minister on Manipur in both Houses.

Manish Tewari, a representative from Punjab, stated that he attempted to speak on the violence in Manipur, but was instructed by the chair to speak only on the legislation. “Attempted to elevate Manipur in the Lok Sabha. “Only to be abruptly and rudely cut off,” he tweeted.
