INCENTIVES

The one-child policy, high schooling costs, and limited daycare choices have deterred many Chinese from having more than one child or any at all.

Since 2021, local governments have offered tax rebates, maternity leave, and housing assistance to increase births.

Beijing also prohibited private tutors from profiting from teaching essential subjects on weekends and holidays that year. Industry costs were outrageous.
