Deputy Chief Minister Manish Sisodia trip to the US to attend an education convention has been “in principle” allowed by Delhi Lt Governor VK Saxena, but officials from Raj Niwas claimed on Friday that there is “lack of clarity” regarding who will pay for his travel expenses.
According to them, once Sisodia gave his assent, the proposal for the trip was made by the department of education in the Delhi government. The portfolio holder for education, Sisodia, has indicated his desire to travel to Portland, Oregon, in the US, along with other dignitaries, for the TESOL Education Convention.
“The idea is unclear on who will be responsible for paying Sisodia’s visit expenditures. A subsequent para further states that “all expenses of the visit by Hon’ble Deputy CM will be borne by the GAD (General Administration Department), GNCTD (Delhi government),” the official said. “While the department has noted in one para that “all expenses of the visit by Deputy CM will be borne by TESOL and there will be no financial liability on the government,” the official said.

Despite the fact that both of these claims were incongruous, Saxena approved the proposed trip “in principle”, the official said, “subject to the necessary clearances from ministries in the Centre concerned, including FCRA (Foreign Contribution (Regulation) Act) clearances from the central government, as is the case with every foreign visit undertaken by any minister or officer of any state.”
