Assam CM Hemanta Biswa Sarma stated that the historic tripartite pact between the Centre, Assam government, and insurgent group Dimasa National Liberation Army (DNLA)/Dimasa People’s Supreme Council (DPSC) will bring peace to the state.
The state will enjoy peace as a result of this agreement. Assam CM Sarma told media that DNLA representatives have agreed to renounce violence, surrender all arms and ammunition, dissolve their armed organization, vacate all camps, and join the lawful peaceful democratic process.
“We have signed a tripartite pact between the Centre, the Assam government, and the insurgent group Dimasa National Liberation Army (DNLA)/Dimasa People’s Supreme Council (DPSC) with the blessing of Prime Minister Narendra Modi and Union Home Minister Amit Shah,” he added.
“With the exception of the United Liberation Front of Asom (ULFA), all problems have been resolved to date.” Slowly-slowly, all problems in the northeastern states will be resolved, the Assam chief minister said.
In the presence of Union Home Minister Amit Shah, a tripartite Memorandum of Settlement was signed between the Union government, the Assam government, and representatives of the Dimasa National Liberation Army/Dimasa Peoples’ Supreme Council (DNLA/DPSC) on Thursday, marking a significant step toward eliminating insurgency from the Northeast by 2024.
As part of this accord, more than 168 DNLA cadres disarmed and joined the mainstream. The pact aims to terminate the insurgency in the Assam district of Dima Hasao.
As part of the agreement, the Government of Assam will establish the Dimasa Welfare Council to protect, preserve, and promote a social, cultural, and linguistic identity to meet political, economic, and educational aspirations, and to ensure the rapid and targeted development of the Dimasa people residing outside the Autonomous Council’s jurisdiction.
In addition, the agreement stipulates the appointment of a Commission pursuant to Paragraph 14 of the Sixth Schedule of the Constitution to investigate the demand for the incorporation of additional villages adjacent to the North Cachar Hills Autonomous Council (NCHAC) into the Council.
The agreement also stipulates that the Centre and the Assam government will take the essential steps to rehabilitate the surrendered armed cadres of the DNLA. In addition, the two governments will provide a Special Development Package of Rs 500 crores each over a period of five years for the comprehensive development of NCHAC and Dimasa people living in other regions of the state.
On this occasion, Himanta Biswa Sarma, the Chief Minister of Assam, was joined by senior officials from the Ministry of Home Affairs (MHA) and the Assam administration.
As soon as the agreement was signed, Amit Shah remarked, “This agreement represents a significant step forward in achieving Prime Minister Narendra Modi’s vision of a peaceful and prosperous Northeast by 2024.”
According to him, this agreement will put an end to insurgency in the northeastern state of Assam, as no armed organizations will remain there.

Shah added, “Prime Minister Modi has presented the country with the vision of a terror-free, violence-free, and developed Northeast, and the Ministry of Home Affairs is making progress in this direction.”
